The People's Committee of Da Nang City has just requested departments, branches, sectors and localities to proactively and effectively deploy plans to prevent and combat natural disasters according to the "4 on-site" motto, not to be passive or surprised in any situation; strengthen the work of ensuring the safety of dams, reservoirs and downstream of hydroelectric works, power grid systems during the rainy and stormy season and operate hydroelectric reservoirs in the Vu Gia - Thu Bon river basin.
The city's functional agencies proactively coordinate with relevant agencies, units, banking systems, and credit institutions to promptly implement support policies on taxes, credit, insurance, etc. so that people and businesses affected by natural disasters can soon restore their lives, production, and business.
At the same time, the People's Committee of Da Nang City requested that departments, branches, sectors and localities need to have specific calculations and assessments to have long-term plans to minimize damage caused by the impact of floods.
At the special meeting of the Da Nang City People's Council yesterday (November 11), some delegates expressed their opinions on the city's recent flood and storm prevention work.
Secretary of the Party Committee of Dai Loc Commune Nguyen Hao raised the issue of the rising water level of Vu Gia - Thu Bon River, which has made people concerned about the responsibility of hydropower plants when releasing floodwaters. He requested the People's Committee of Da Nang City to clarify, request hydropower plants to release water according to procedures, and improve forecasting capacity to support the direction and evacuation of people.
Mr. Hao also said that the lack of on-site rescue equipment such as boats and small canoes makes rescue in deeply flooded hamlets difficult.
Some delegates also proposed clarifying the inter-reservoir operation process, especially for hydroelectric reservoirs without bottom spillways, and improving the way of communicating water regulation information so that people can proactively respond.
Regarding this issue, Vice Chairman of the People's Committee of Da Nang City Tran Nam Hung said that the city has directly inspected and confirmed that the units are complying with the inter-reservoir operation process on the Vu Gia - Thu Bon river basin.
However, Mr. Hung assessed that the regulation efficiency during the recent flood was not high because some regulations were not suitable for reality. The city has worked with and proposed the Ministry of Agriculture and Environment to consider submitting to the Prime Minister to adjust the operating procedures to suit reality and increase local autonomy.
Mr. Hung emphasized that the water discharge must strictly comply with Decision 1865/QD-TTg (Procedures for operating inter-reservoirs in the Vu Gia - Thu Bon river basin). If hydroelectric reservoirs violate regulations, causing more flooding and more damage to people, they can be prosecuted.
In the long term, Mr. Hung proposed to increase equipment to prevent landslides, build resettlement areas in landslide areas, and storm and flood shelters.
The city plans to ask the central government for about 2,000 billion VND to build resettlement areas for people in landslide and high-risk areas. At the same time, Da Nang will study a specialized resolution on building storm and flood shelters - Quang Nam province (old) previously had this resolution and it is very suitable for practice.
According to the People's Committee of Da Nang City, during the recent floods in the area, poor households and other policy beneficiaries were seriously affected, many households lost their homes, livestock, crops, etc., affecting production, business and people's livelihoods.
