Delegates proposed many solutions to ensure sustainable socio-economic development in the new period.

On the morning of December 4, the National Assembly discussed in the Hall the Government's Report for the 2021-2026 term. Delegates highly appreciated the results and efforts of the Government in the context of a term with many challenges and fluctuations; at the same time, proposed many solutions to ensure sustainable socio-economic development in the new period.

Expecting Vietnam to become a developed country by 2045

Speaking at the discussion on the Government's Report for the 2021-2026 term, delegate Pham Van Hoa (Dong Thap province delegation) was impressed by the Government's outstanding efforts in the face of many fluctuations and challenges, its drastic management work helped the economy recover, grow stably, successfully complete tasks, and achieve and exceed targets assigned by the National Assembly. In particular, many key infrastructure projects were accelerated, typically the expressway system that for the first time synchronously connects the provinces of the Mekong Delta.

Delegate Pham Van Hoa emphasized that the Government and the Prime Minister have directed the removal of difficulties for businesses, ensuring social security at all times and in all places; health, education and cultural policies have all had positive changes; social security has been guaranteed; high-tech crime and drugs have been effectively combated. Since then, people's lives have improved significantly, and the investment environment has gradually stabilized. In the emergency situation, leaders of the Government, ministries, central and local branches have all been present to provide timely direction. "The achievements of the Government in the past term are very impressive and very valuable," Mr. Hoa expressed.

However, according to delegate Pham Van Hoa, in addition to the outstanding results, there are still some shortcomings that need to be focused on handling such as: Complicated and overlapping administrative procedures in the two-level local government model; slow disbursement of public investment capital; limited capacity of grassroots healthcare and difficulties of small and medium enterprises...

On that basis, delegates expect that in the 2026-2031 term, the Government will continue to make stronger breakthroughs, aiming to turn Vietnam into a developing country with modern industry and reach the goal of becoming a developed country by 2045 .

Proposal to move factories to rural areas to avoid the situation of "empty villages and deserted hamlets"

Appreciating the Government’s efforts during its term, delegate Tran Thi Thu Phuoc (Quang Ngai delegation) said that the outstanding results in economic growth, infrastructure development and social security are the hallmarks of the Government’s term. In particular, the fact that the whole country completed the elimination of temporary and dilapidated houses many years ahead of schedule is a clear demonstration of the Government’s concern for the disadvantaged people. "This is one of the most meaningful achievements of the term," delegate Tran Thi Thu Phuoc expressed.

In addition, the delegate also pointed out a major shortcoming in rural and mountainous areas: Although infrastructure is better, local employment is limited, causing young workers to leave their hometowns, leaving a population gap and potentially posing a risk of rural insecurity. "The appearance of "empty villages and deserted hamlets" in remote areas is not only an economic problem but also a challenge for national defense and security," the delegate worried.

From there, delegates proposed that the Government issue a special mechanism to bring factories to rural areas, forming satellite industrial clusters in favorable areas; providing the highest tax incentives for enterprises investing in mountainous and border areas; promoting deep processing associated with OCOP products to create stable jobs and increase the value of agricultural products.

Building a solid social value system in the new development stage

Participating in the speech, Delegate Nguyen Thi Viet Nga (Hai Phong City delegation) emphasized that the 2021-2026 term is a period of courage, determination and many outstanding marks of the Government. "GDP scale increased from 346 to 510 billion USD; social security is given top priority; strategic infrastructure has made a strong breakthrough - all of which show a Government that is dedicated, committed and responsible", the delegate cited.

However, delegate Nguyen Thi Viet Nga expressed concern about the fields of culture, lifestyle and social values. "We are developing very quickly in terms of material infrastructure, but spiritual infrastructure - culture, ethics, and values ​​- is developing more slowly," the delegate said.

Citing real-life evidence, delegate Nguyen Thi Viet Nga pointed out many signs of cultural degradation such as: school violence, game addiction, online fraud, lack of cultural standards, deviations in lifestyle of a segment of young people... According to the delegate, this is a sign of a "strategic bottleneck" but has not been fully reflected in the term report.

On that basis, from a personal perspective, delegates recommended that in the next term, the Government needs to put culture and lifestyle first with a new spirit, considering this as a "breakthrough of breakthroughs" with 5 focuses , including: Building a national strategy on culture and lifestyle in the digital age, linked to family - school - community - cyberspace; establishing a set of indicators on culture, social ethics, and behavior, as a mandatory part of the national development indicator system; taking public service culture, political culture, and rule of law culture as an example to guide society; strongly developing policy communication work with values ​​education, not only against bad and toxic things, but also building "cultural resistance" for the people; investing in grassroots cultural institutions and cultural work teams, considering this a long-term investment in the quality of Vietnamese people.

"Building a solid system of social values ​​is the most important endogenous strength for the country to enter a new stage of development," delegate Nguyen Thi Viet Nga affirmed the importance of cultural foundation in the country's sustainable development.

Further improve the protection mechanism for those who dare to think and act for the common good.

Regarding the improvement of institutions and law enforcement organization, delegate Nguyen Tam Hung (HCMC delegation) suggested that in the coming time, the Government needs to further promote decentralization and delegation of power associated with control of power and personal responsibility, clearly stipulate the mandatory deadline for issuing guiding documents to use implementation results instead of process records as criteria for evaluating officials.

Along with that, the Government has increased priority on resources and superior mechanisms for areas such as: Artificial Intelligence (AI), semiconductors, core technology, green transformation and circular economy, developing regional and national innovation centers, encouraging private investment in research, development, and exploitation of scientific achievements into real economic value.

In particular, delegate Nguyen Tam Hung suggested that the Government continue to further improve the mechanism to protect those who dare to think and act for the common good; build a national communication and policy strategy, considering communication as a mandatory component of the policy-making cycle; and continue to put people's lives at the center so that each citizen can clearly feel the results of the country's development process.

The delegate affirmed that, in general, the Government's last term has left valuable marks with innovative management thinking, drastic actions, and comprehensive results. However, the delegate also emphasized that, "frankly identifying the existing problems and proposing solutions from today will be an important basis for inheriting achievements, overcoming challenges, creating a new development stage, realizing the aspiration of a strong and prosperous Vietnam, entering a new era, an era of national growth".
