National Assembly Delegate: The Government took drastic actions, leaving many outstanding marks.

On the morning of December 4, continuing the program of the 10th Session of the 15th National Assembly , the National Assembly discussed in the hall the Government's Work Report for the 2021-2026 term.

The opinions of the National Assembly delegates expressed their agreement and highly appreciated the sense of responsibility, strategic vision and profound summary of the Government Report. The report showed a term full of courage, determination and many outstanding marks in a term of many changes.

Continue to promote the improvement of the multi-purpose economic management mechanism

Regarding solutions to stabilize the macro economy and restore growth, delegate Nguyen Tam Hung (Ho Chi Minh City Delegation) commented that the results of the term affirm the Government's economic management capacity.

In the context of fierce global strategic competition and strong fluctuations in the global financial and monetary markets, Vietnam has maintained macroeconomic stability, controlled inflation and ensured major balances; public investment has been vigorously promoted, food and energy security has been maintained, and the private economy has continued to develop into an important driving force.

However, delegates pointed out that the resilience of some markets is still limited, especially the capital, real estate and high-quality labor markets; policy lag also slows down the absorption process of the economy.

Therefore, delegates suggested that the Government continue to promote the improvement of the multi-objective economic management mechanism, approaching it according to "policy clusters" instead of individual laws; strongly deploying the controlled policy testing mechanism to test new economic models before legalizing them; managing risks while creating development opportunities.

In addition, it is necessary to prioritize resources and superior mechanisms for artificial intelligence (AI), semiconductors, core technology, green transformation and circular economy; develop regional and national innovation centers; encourage private investment in research and development; and exploit scientific achievements into real economic value.

“With the spirit of “Party leadership - National Assembly decisions - Government actions - People's consensus”, I believe the country will continue to develop strongly, sustainably and reach new heights in the future,” the delegate emphasized.

Improve exams, readjust 10th grade admission methods

Concerned about the field of education and training, delegate Nguyen Thi Tuyet Nga (Quang Tri delegation) highly appreciated many important results mentioned in section 8, part 1 of the report, which demonstrated the serious efforts, innovation spirit and responsibility of the Government, especially the dedication of the Minister of Education and Training.

However, according to the delegate, it is necessary to more clearly summarize the outstanding achievements that previous terms have not achieved, in which it is necessary to emphasize: The 2021-2025 term marks important steps forward in strategic thinking on education. To prove this statement, the delegate cited a series of important decisions such as Resolution 71 of the Politburo, which advocates the legalization of universal preschool education for children aged 3-5, and free tuition for preschool and general education students.

At this session, the Government submitted to the National Assembly the national target program for education and drafted the Law on Teachers for the National Assembly to consider and approve.

Referring to the shortcomings, delegates noticed that the Government's Report only devoted a few lines to the limitations in education and training, and the issues were too general.

According to the delegate, it is necessary to more clearly identify the shortcomings, especially in more detail and depth, in implementing comprehensive fundamental innovation in education and training, and implementing strategic breakthroughs in human resources according to Resolution 13 of the 13th Congress and Resolution 16 of the National Assembly for the 2021-2026 term.

The delegate expressed great concern and said that this was also the wish of many voters about the burden of exams due to the issue of post-secondary education streaming that is still inadequate in awareness, viewpoint and implementation.

Citing the Government's Project "Career education and orientation for student streaming in general education for the period 2018-2025", delegates pointed out that streaming is being misunderstood and implemented incorrectly in practice: "Whoever fails the high school entrance exam will go to vocational school" streaming is associated with failure, not choice.

According to the delegate, the 10th grade entrance exam is becoming a “miniature national exam” with heavy pressure. Meanwhile, high school is a general education level, meaning that all students have the right to study. The low rate of students entering high school in some localities shows that in the past, we have not properly ensured the right to access 12 years of general education.

From the above painful situation, the female delegate of Quang Tri Delegation expressed her wish that the Government must take immediate action such as exempting tuition fees for high school students.

“In the 2026-2027 school year, open the doors to high school, invest systematically in vocational high school and respect the right to choose of learners. Improve exams, adjust the admission method for grade 10 to reduce pressure and provide more opportunities for students. Streaming must be based on voluntariness and ability, not turning streaming into a “barrier” from grade 9. Build streaming based on the right to study. Ensure enough places in public high schools for poor students,” the delegate recommended.

According to delegates, reality shows that many policies cannot be implemented for two main reasons: lack of synchronous solutions and lack of guaranteed resources.

“The thinking has changed, the policy has been issued, but the enforcement power must be sufficient to create clear changes. Therefore, we recommend and expect that the next term must be a term of action, to turn the policy into reality…”, the delegate emphasized.

Building a National Strategy on Culture and Lifestyle in the Digital Age

According to delegate Nguyen Thi Viet Nga, Deputy Head of the National Assembly Delegation of Hai Phong City, although the Government's report mentioned some difficulties in the cultural and social fields, the cultural and lifestyle issue needs to be more fully identified as a "strategic bottleneck".

This is reflected in several points: The gap between material development and cultural-human development is increasingly widening. In reality, we still have many limitations in the cultural field, especially in lifestyle such as: School violence, domestic violence is still complicated; online fraud, gambling, game addiction, social network addiction is widespread, especially among young people; behavioral culture in public places, in traffic, on the internet environment still has many shortcomings; pragmatism, materialism, superficial mentality, and love of quick fame are affecting a part of young people.

In addition, the delegates also pointed out the current situation of the fundamental cultural institutions showing signs of cracking but not yet becoming the focus of policy. Cultural policy is still more inclined towards movements-events-heritage, not really addressing the manifestations of value crisis.

According to the delegate, the core of culture is the standard of living, the moral values, the human personality that have not been quantified and there is no truly strong strategy to solve. Therefore, the delegate recommended that in the next term, the Government should put culture and lifestyle first with a new spirit, considering this as a "breakthrough of breakthroughs" with the following focuses:

Develop a national strategy on culture and lifestyle in the digital age, linked to family-school-community-cyberspace. Establish a set of indicators on culture, social ethics, and behavior as a mandatory part of the national development indicator system. It is necessary to take public service culture, political culture, and rule of law culture as examples to guide society.

At the same time, strongly develop policy communication work with educational values, not only to fight evil and toxicity, but also to build "cultural resistance" for the people.

"Investing in grassroots cultural institutions and cultural staff is considered a long-term investment in the quality of Vietnamese people," the delegate said.
