Accordingly, pursuant to the Constitution of the Socialist Republic of Vietnam; Law on Organization of the National Assembly No. 57/2014/QH13, amended and supplemented by a number of articles under Law No. 65/2020/QH14; Working Regulations of the Standing Committee of the National Assembly issued together with Resolution No. 29/2022/UBTVQH15 dated December 12, 2022; Decision No. 955-QDNS/TW dated August 8, 2023 of the Politburo on the transfer and rotation of cadres; considering the proposal of the Head of the Delegation Affairs Committee in Submission No. 649/TTr-BCTDB dated August 22, 2023, the Standing Committee of the National Assembly resolved that Mr. Dang Xuan Phuong transfer his activities from the National Assembly Delegation of Nghe An province to the National Assembly Delegation of Quang Ninh province.

The Delegation Working Committee, the National Assembly Delegation, the Vietnam Fatherland Front Committee of Nghe An Province, Quang Ninh Province and Mr. Dang Xuan Phuong are responsible for implementing this Resolution.

Previously, on the morning of August 18, the Quang Ninh Provincial Party Committee held a conference to announce the Secretariat's Decision on personnel work. Mr. Dang Xuan Phuong - Vice Chairman of the Culture and Education Committee of the 15th National Assembly received the decision on transfer, rotation, and appointment to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 term.

Mr. Dang Xuan Phuong ran for the 15th National Assembly in Nghe An province and was elected in constituency No. 2, including 6 districts and towns in the midlands and mountainous areas of the Northwest of Nghe An province, namely Tan Ky, Que Phong, Quy Chau, Quy Hop, Nghia Dan districts and Thai Hoa town.

The National Assembly Delegation of Nghe An Province, 15th term, consists of 13 delegates. Thus, after Dang Xuan Phuong transferred to the National Assembly Delegation of Quang Ninh Province, the National Assembly Delegation of Nghe An Province now has 12 delegates.

Mr. Dang Xuan Phuong was born in 1974, hometown Xuan Hong commune, Xuan Truong district, Nam Dinh province; joined the Party in 2003, has a PhD in Law, and is a senior in political theory. He has held many positions at the Ministry of Home Affairs; Ministry of Natural Resources and Environment; Deputy Director of the Institute for Legislative Studies, Deputy Head of the Delegation Affairs Committee (under the National Assembly Standing Committee); Member of the National Assembly's Economic Committee; Deputy Head of the National Assembly's Culture and Education Committee; National Assembly Delegate of the XIV and XV terms.
