This morning, the Congress spent time discussing the documents presented at the Congress in the Assembly Hall. Accordingly, delegates focused on discussing issues such as: promoting the strength of national unity; improving the quality of social supervision and criticism; participating in building a strong Party and government; and strengthening education on diligence, frugality, integrity, and honesty within the political system, linked with strengthening the fight against corruption, waste, and negative practices.
Furthermore, the discussions focused on major issues such as socio -economic development orientation, Party building and the political system, ensuring national defense and security, and maximizing the province's potential and advantages after the merger. In particular, the practical solutions and proposals put forward by the delegates reflected the wisdom, dedication, and aspirations of cadres, Party members, and the people, contributing to the refinement of the documents and providing a basis for the Congress to decide on key goals and tasks for the next term.
The Congress adopted the draft Resolution, endorsing the contents assessing the results of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term and the directions, objectives, and tasks for the 2025-2030 term as presented in the Political Report submitted to the Congress.
Resolution of the First Congress of the Lao Cai Provincial Party Committee, term 2025 - 2030
At the closing session, the Congress adopted the Resolution of the First Congress of the Lao Cai Provincial Party Committee, term 2025-2030. Lao Cai Newspaper and Radio and Television published the full text of the Resolution.
The Congress unanimously set the overall goal for the next term as follows: Building a clean, strong, and comprehensive Party and political system; ensuring solid national defense and security; maximizing all potential, advantages, resources, and human factors; effectively exploiting new growth drivers; creating a breakthrough to build Lao Cai province into a growth pole and a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China in a "green, harmonious, distinctive, and happy" direction, linked to the goal of "protecting the border, protecting the people, protecting the forests, protecting the water, protecting the environment." By 2045, Lao Cai will become the northern development center of the country; a center connecting economic trade between Vietnam and ASEAN countries with China and Europe. Realizing the goal of "green, harmonious, distinctive, and happy" development.
The Congress announced the Politburo's decision to appoint delegates to the 14th National Congress of the Party, including 32 official delegates and 2 alternate delegates.

In his closing remarks at the Congress, Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized:
The Congress held democratic and lively discussions and reached a high degree of consensus on important documents, including: the Political Report of the Provincial Party Committee for the 2020-2025 term; the Congress Resolution and the Action Program of the Provincial Party Committee to implement the Congress Resolution; the Summary Report of contributions to the draft documents submitted to the 14th National Congress of the Party; and 17 key projects of the Provincial Party Committee for the 2025-2030 term.
The documents adopted at this Congress are built on the basis of objective and in-depth summaries, affirming the important and outstanding achievements attained, frankly pointing out the limitations, weaknesses, causes, and lessons learned after 5 years of implementing the Resolution of the 13th National Congress of the Party and the Resolution of the Provincial Party Congress for the 2020-2025 term; at the same time, closely adhering to the development orientation in the draft documents of the 14th National Congress of the Party and the practical situation of the locality, truly innovating thinking to determine the direction, goals, tasks, and solutions for the next term with the requirement of rapid and sustainable development.
The Congress adopted the Summary Report of the Provincial Party Committee's contributions to the draft documents submitted to the 14th National Party Congress. The Provincial Party Committee's Executive Committee for the first term and the delegation to the 14th National Party Congress were appointed by the Politburo and the Secretariat, demonstrating the trust, high regard, and expectations of the Central Committee for the Lao Cai Provincial Party Committee.
Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, affirmed: The success of the First Provincial Party Congress, term 2025-2030, marks the beginning of a new journey, with special significance, strongly encouraging cadres, Party members, armed forces, and people of all ethnic groups in the province to continue to unite, work together, seize opportunities, overcome challenges, and strive to make our province " a growth pole, a center for connecting international economic trade, developing in a green, harmonious, distinctive, and happy direction . "
Immediately after the Congress, the Provincial Party Committee will promptly issue a Resolution and Action Program to implement the Congress Resolution and 17 key projects of the Provincial Party Committee for the 2025-2030 term. Party committees and organizations throughout the Party need to organize thorough study and understanding of these contents; widely disseminate the results of the Congress to the people; and promptly complete the development and issuance of the Action Program to implement the Provincial Party Congress Resolution in November 2025. This program should be specific, practical, and include effective, appropriate, and feasible solutions, linked with launching patriotic emulation movements to awaken the will and aspirations of cadres, Party members, and all strata of the people; mobilizing the participation and strength of the entire political system and the great national unity to quickly bring the Resolution into life. To create momentum, motivation, and strong transformation in all areas right from the beginning of the new term.
Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, called on Party committees, governments, officials, Party members, armed forces, and people of all ethnic groups in the province to continue to uphold the tradition of unity, seize opportunities, overcome difficulties and challenges, strongly innovate thinking, awaken the will and aspiration for development, successfully achieve the set goals and tasks, and resolutely make Lao Cai " prosperous and happy" as beloved President Ho Chi Minh wished when he visited the Party Committee and people of Lao Cai province 67 years ago.
With renewed enthusiasm, confidence, and strong political determination, the First Congress of the Lao Cai Provincial Party Committee was a resounding success. The success of the Congress is a testament to the spirit of unity, solidarity, and the will to strive forward, along with the political determination to make Lao Cai province "a growth pole, a center for connecting international economic trade, developing in a green, harmonious, distinctive, and happy direction."
