On the morning of July 15th, at the Provincial Conference Center, the 5th Provincial Youth Union Congress, for the 2024-2029 term, continued its second working session and concluded successfully. Attending the congress from the Central Youth Union were: Mr. Ngo Van Cuong, Secretary of the Central Youth Union and Chairman of the Central Youth Union's Inspection Committee ; Mr. Nguyen Kim Quy, Head of the Youth Solidarity and Mobilization Department of the Central Youth Union and Standing Vice President of the Vietnam Youth Union; from the province were Mr. Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; members of the Provincial Party Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, and Provincial Fatherland Front Committee; along with 250 delegates representing over 300,000 outstanding youth union members and officials throughout the province.

With the spirit of "Patriotism - Unity - Aspiration - Creativity - Development," the Congress focused on evaluating the work of the Youth Union and youth movement in Thai Binh province during the 2019-2024 term; and setting goals and directions for the work of the Youth Union and youth movement in Thai Binh province for the 2024-2029 term. The political report at the Congress affirmed that the work of the Youth Union and youth movement in Thai Binh province during the 2019-2024 term achieved many outstanding milestones. The "I Love My Homeland" movement continued to be widely implemented by all levels of the Youth Union, attracting and deeply impacting the lives of young people, encouraging, motivating, and mobilizing them to express their patriotism through concrete actions.
Over the past five years, youth union branches at all levels have donated 20,450 gifts to policy beneficiaries, poor households, and elderly people in difficult circumstances; awarded 26,740 scholarships to students facing hardship; provided funding for the repair and construction of 102 houses; and implemented 1,095 youth projects and activities contributing to the construction of new rural areas. In addition, they mobilized over 5,000 man-days of labor to repair and build 130.6 km of rural roads; renovated and upgraded 84 school toilets; installed 195 km of power lines and 4,215 lighting fixtures; built 17 community sports fields; and constructed 2 pedestrian bridges. In the economic sector, the province has 8 district-level youth economic development clubs, 92 commune-level youth economic development clubs, and over 700 exemplary youth economic development models. Youth Union branches at all levels have provided career counseling and guidance to over 120,000 young people and students; and introduced job opportunities to 5,152 young people. The work of building the organization and expanding the united front to gather young people has been emphasized and developed among various youth groups. The methods and forms of organizing activities of the Union are increasingly diverse, and the content is gradually becoming more aligned with the needs of young people and the practical situation at the grassroots level.
At the Congress, delegates focused on discussing and contributing additional ideas, clarifying the achievements of the association's work and youth movement during the past term; and simultaneously proposing several solutions to effectively implement the association's tasks in the next term.
With the action slogan "Thai Binh Youth: Patriotism - Unity - Aspiration - Creativity - Development," the Provincial Youth Union Committee has set 10 key targets for the 2024-2029 term. Specifically, it aims to support at least 30 innovative youth startup projects, connecting them with businesses or providing investment support from appropriate funding sources; to provide career counseling, guidance, and job placement services for 7,000 young people, with at least 1,000 securing stable employment; to ensure 50,000 young people participate in activities to enhance their digital skills and proficiency in using digital tools; and to organize medical examinations, healthcare, chronic disease screening, and free medication for 50,000 disadvantaged children, teenagers, and people in difficult circumstances. 100% of youth union branches at all levels will organize at least two activities to support young people in preserving and promoting national cultural identity; striving to have 50,000 young people participate in activities to improve their foreign language skills and international integration.

Speaking at the Congress, Comrade Nguyen Kim Quy, Head of the Youth Solidarity and Mobilization Department of the Central Youth Union, and Permanent Vice President of the Central Committee of the Vietnam Youth Union, and Comrade Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and praised the achievements of cadres, members, and youth in Thai Binh province during the past term. To further improve the quality and effectiveness of the activities of all levels of the Youth Union and the youth movement, and to contribute positively to the socio-economic development of the locality, the Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that all levels of the Youth Union continue to do a good job of propaganda and mobilization, and seriously and effectively implement the policies and guidelines of the Party, the State, and the province on youth affairs. Emphasis should be placed on doing a good job of political and ideological education for the younger generation. Strengthen efforts to monitor the ideological situation and public opinion among young people, promptly guiding and resolving emerging issues, especially within specific youth groups. Continue to closely adhere to the Party's guidelines and policies, the State's laws and regulations, and the province's direction and orientation on socio-economic development, especially the resolutions, directives, and conclusions of the Provincial Party Committee and Standing Committee, to proactively coordinate and effectively implement patriotic emulation movements and campaigns linked to the political tasks of localities, agencies, and units. This aims to promote the pioneering, creative, and volunteer spirit of young people, unleashing their immense potential; and fostering a mindset of entrepreneurship, innovation, and self-reliance among youth.

Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: Young people must be at the forefront of researching, adopting, and applying technology, digital transformation, and artificial intelligence in labor, production, combat, and learning. Youth organizations at all levels must continuously innovate the content and methods of their activities in a flexible and diverse manner, adapting promptly to the rapid changes in the situation of young people, social life, and the development trends of information technology and social media. At the same time, attention should be paid to consolidating and building strong and comprehensive youth organizations at all levels in terms of politics, ideology, and organization so that the Youth Union truly becomes a broad social organization with the power to attract all segments and groups of young people.

Mr. Thieu Minh Quynh, Secretary of the Provincial Youth Union and Chairman of the Provincial Youth Union Federation in the 4th term, was re-elected as Chairman of the Thai Binh Provincial Youth Union Federation in the 5th term, 2024-2029.
The Vietnam Record Organization awarded a certificate recognizing the record to the Provincial Youth Union and the Federation of Youth Associations of Thai Binh province.
