The 11th Congress of the Ho Chi Minh Communist Youth Union in the Army (2025-2030) is an important political event, demonstrating the will, aspirations, responsibility and enthusiasm of hundreds of thousands of cadres, union members and youths in the entire army towards military and defense tasks, and the aspiration to realize the goal of building a revolutionary, disciplined, elite and modern army, building and firmly protecting the socialist Fatherland of Vietnam.

The success of the congress is a premise, a source of great encouragement and motivation for cadres, union members and youths of the entire army to successfully carry out the goals and tasks set out by the 12th Army Party Congress, contributing significantly to the success of the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2026 - 2031.

The theme of the congress, which is also the title of the Political Report, is: "Military Youth - Courageous, pioneering, breakthrough, developing, worthy of Uncle Ho's soldiers, confidently stepping into the new era"; the slogan of the congress is: "Military Youth - Courageous, pioneering, breakthrough, developing".

The Congress has the task of summarizing and evaluating the results of the Youth Union's work and the Army's youth movement in the 2022 - 2025 period; determining the direction, goals and tasks of the Youth Union's work and the Army's youth movement in the 5-year period (2025 - 2030); awarding the movement "Army Youth forging virtues and talents, being creative and pioneering to be worthy of Uncle Ho's soldiers in the new period" in the 2022 - 2025 period and launching the movement "3 Pioneers determined to win" among Army youth in the 2025 - 2030 period.
