
According to the forecast bulletin of the Hydrometeorological Department, on the night of November 1, the tropical depression in the East of the Philippines intensified into a storm, internationally named Kalmaegi. It is forecast that around November 5, the storm will enter the East Sea and become the 13th storm in 2025, possibly reaching an intensity of over level 12 when in the Truong Sa area. Around November 7, the storm is likely to directly affect the area from Da Nang to Khanh Hoa, causing strong winds and heavy rain from the night of November 6 to November 9. Scenarios on the intensity and direction of the storm are still likely to fluctuate in the coming days.
To proactively respond to storms, heavy rains, floods, inundation, flash floods and landslides that may occur in the area, the People's Committee of Dak Lak province requests heads of departments, branches, sectors, organizations, relevant units and Chairmen of People's Committees of communes and wards to urgently coordinate and implement the instructions.
For areas at sea and along the coast, agencies and units need to regularly and closely monitor the developments of storms and floods; strictly manage vessels going out to sea; organize counting and timely notification to vehicle owners and captains to know the location, direction of movement and developments of storms in order to proactively avoid, escape from dangerous areas or return to safe shelters. At the same time, proactively deploy response plans, ensure safety for people, vehicles and property, especially at tourist destinations, aquaculture and fishing areas, constructions at sea, on islands and coastal areas.
The Border Guard Command and the Provincial Military Command were assigned to proactively coordinate with units and localities to advise the Provincial People's Committee to decide on a sea ban for fishing boats, transport ships, and tourist boats and to organize the evacuation of people in cages, rafts, and watchtowers for aquaculture along the shore and on islands to ensure safety.
For inland areas, the Provincial People's Committee requires regular and close monitoring of storm and flood forecasts and warnings, timely informing people to proactively prevent, respond, and minimize damage; strengthen guidance on skills and measures to respond to natural disasters. Localities need to check, review, and promptly detect areas at risk of flash floods, landslides, and deep flooding, especially residential areas on steep slopes and along rivers and streams to proactively evacuate people to safety.
At the same time, prepare forces, means, equipment, and necessities according to the "4 on-the-spot" motto, proactively respond to heavy rains and widespread flooding; ensure the safety of dams, dykes, downstream works, especially key works and works under construction. The Provincial People's Committee also emphasized the harvesting of agricultural and aquatic products according to the motto "green at home is better than old in the field", limiting damage caused by natural disasters.
Traffic safety work is required to be strengthened, with forces arranged to control, guide, and support, not allowing people and vehicles to pass through areas with deep flooding, fast-flowing water, or at risk of landslides; materials and equipment must be prepared to handle incidents and ensure smooth traffic when situations arise.
The Department of Agriculture and Environment, the standing agency of the Provincial Civil Defense Command, is responsible for organizing on-duty shifts, closely monitoring developments, proactively directing, urging, and inspecting localities to perform well in response readiness work; promptly synthesizing and reporting to the Provincial People's Committee to direct, manage, and overcome the consequences of natural disasters.
The Department of Industry and Trade directs hydropower reservoir owners to monitor the development of floods and rains, operate reservoirs according to procedures, ensure safety of works and downstream areas; and direct units to supply electricity, gasoline, and essential goods to serve people when floods and rains last long.
The Department of Construction guides and inspects the work of ensuring traffic safety and construction works; requires investors and contractors to strictly implement plans to prevent and combat natural disasters during construction, especially in riverside and coastal areas.
The Provincial Military Command and Provincial Police proactively reviewed and prepared forces and means to support people in responding to storms, floods and participating in search and rescue when requested.
