Dak Lak responds to storm No. 13 'proactively from early on, from afar'

On November 4, the Chairman of the Dak Lak Provincial People's Committee issued Official Dispatch No. 004/CD-UBND on proactively implementing response plans to storm No. 13 and floods in the province.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 13 (Kalmaegi storm) will continue to move in the West-Northwest direction, and on the morning of November 5, it will move into the East Sea. After entering the East Sea, it will continue to strengthen to level 13-14, gusting to level 16-17, and move towards the sea and mainland of the Central and South Central regions of our country. The storm can reach level 13-14, gusting to level 16-17 in Truong Sa special zone (Khanh Hoa) and in the offshore waters from Da Nang to Khanh Hoa; level 12-13, gusting above level 15 in coastal waters.

From the evening or night of November 6, the storm may directly affect the mainland from Da Nang to Khanh Hoa with the strongest wind near the storm center at level 10-12, gusting at level 14-15. The old Central Highlands (including the western part of Dak Lak province) may also experience strong winds at level 8-9, gusting at level 11; from November 6-7, heavy to very heavy rain may occur in the province.

According to the dispatch of the Chairman of the Dak Lak Provincial People's Committee, this is a very strong storm, forecast to directly affect the Dak Lak province, especially in the context that the province has just experienced a heavy rain (rain from October 23-29), some localities are urgently overcoming the consequences.

To proactively respond to storms and heavy rains, floods, inundation, flash floods, and landslides that may occur after storms, ensure people's safety, minimize property damage, first of all for boats and activities at sea, coastal areas, and on land, the Chairman of the Dak Lak Provincial People's Committee requested heads of provincial departments, branches, and sectors; Party Committee Secretaries, and Chairmen of People's Committees of communes and wards to monitor and grasp the developments of storms and floods, and regularly update the situation in the locality.

At the same time, focus on leadership, direction, review plans, and be ready to immediately deploy measures to prevent, avoid, and respond to storms and post-storm floods with the motto "proactively from early on, from afar", with the most determined spirit, anticipating the worst scenario, deploying measures to prevent, avoid, and respond at the highest level to absolutely ensure the safety of people's lives, limit damage to people's and State's property, and not be passive or surprised in any situation.

The Chairman of the Dak Lak Provincial People's Committee assigned the provincial departments, branches and sectors, according to their functions, state management tasks and assigned tasks, to proactively direct and coordinate with relevant agencies, units and localities to deploy timely and appropriate response plans to storms and heavy rains. Departments, branches and localities organize on-duty teams for natural disaster prevention and control according to regulations; have daily reports sent to the Department of Agriculture and Environment before 3:00 p.m. to synthesize reports to the National Civil Defense Steering Committee, central ministries, branches and the Provincial People's Committee, before 5:00 p.m. every day.
