Ensuring the safety of irrigation works and dykes during the rainy and flood season of 2024

BTO-On August 15, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai signed an official dispatch to relevant departments, branches and localities in the province on strengthening the work of ensuring the safety of irrigation works and dykes during the rainy and flood season in 2024.

Accordingly, the Provincial People's Committee requested the Department of Agriculture and Rural Development to preside over and coordinate with the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue to guide and inspect the implementation of ensuring the safety of irrigation works, dykes and embankments in the province. Inspect the implementation of licensing decisions for investors of works related to irrigation, dykes and embankments according to the provisions of law.

At the same time, urge investors of irrigation, dike and embankment projects to direct contractors to focus resources to speed up construction progress, ensure quality, safety against floods and storms, and have plans to ensure safety for the project when there are floods and storms. Absolutely do not construct main project items during the rainy and flood season.

The Provincial People's Committee also requested the Department of Agriculture and Rural Development to organize safety assessments of dams and irrigation reservoirs; advise the Provincial People's Committee to consider and decide on water storage plans for dams and reservoirs managed by the Provincial People's Committee.

Coordinate with the Irrigation Works Exploitation Company Limited to review and make a list of damaged and degraded irrigation reservoirs at risk of being unsafe, estimate the implementation cost and report to the Provincial People's Committee to direct the Department of Planning and Investment to advise on capital allocation for implementation. At the same time, urgently urge the Duc Linh District People's Committee to develop an operating procedure for sluices under the Vo Xu dike line, approve it for implementation in 2024.

In addition, the Provincial People's Committee assigned relevant departments and branches to coordinate with the People's Committees of districts, towns and cities where there are large-scale irrigation reservoirs and dams to inspect and promptly handle acts of encroachment and illegal use of land in the protection corridor of rivers and streams in the downstream areas of reservoirs and dams for other purposes, causing obstruction of the flow and affecting the flood discharge capacity of the project. Increase investment in developing a network of specialized hydrometeorological monitoring stations to serve the needs of exploiting and using hydrometeorological information and data in socio -economic development, natural disaster prevention and control, and operating dams and irrigation reservoirs during the rainy and flood seasons.

Based on the list of damaged and degraded irrigation reservoirs at risk of being unsafe, the Department of Planning and Investment coordinates with relevant agencies to advise the Provincial People's Committee to balance and arrange public investment capital and other legal capital sources to prioritize investment in upgrading and repairing according to regulations...

Previously, according to the assessment of the National Center for Hydro-Meteorological Forecasting, from now until September 2024, there is a possibility of about 5-7 storms and tropical depressions appearing in the East Sea, of which about 2-3 will make landfall. There is a continued possibility of dangerous weather phenomena such as thunderstorms, tornadoes, lightning and strong gusts of wind across the country. In order to proactively respond to unusual weather developments and ensure the safety of irrigation works and dykes during the 2024 rainy and flood season, the Ministry of Agriculture and Rural Development has also issued a directive to localities on this matter.
