The Congress took place in an atmosphere of "Democracy - Discipline - Unity - Innovation - Decisive Victory," with the spirit of "Continuing to enhance the leadership capacity and fighting strength of the Party Committee; promoting democracy, maintaining discipline, unity, innovation, and creativity to build a strong and comprehensive Provincial Border Guard Force that is 'Exemplary and Outstanding'; managing and firmly protecting national territorial sovereignty and border security in the new situation." At the congress, delegates focused on discussing and agreeing on eight main objectives and groups of tasks and solutions for leadership in the 2025-2030 term. They also identified three breakthroughs, specifically: Building a streamlined, efficient, and effective organizational structure and personnel; improving the quality of training; building a regular, disciplined, and law-abiding force; and promoting the cultural values of "Uncle Ho's Soldiers" in the new era. Furthermore, they emphasized the application of science and technology, innovation, digital transformation, administrative reform, and the "Digital Literacy Movement" within the provincial Border Guard.

The Congress adopted the summary report of contributions to the draft documents submitted to the 14th National Congress of the Party; the draft Political Report submitted to the Congress of the Party Committee of the Border Guard Command of the province; and the draft Political Report submitted to the 1st Congress of the Party Committee of the Provincial Military Command, term 2025-2030.

At the congress, the Standing Committee of the Provincial Military Party Committee approved the decision to appoint the Party Committee Executive Board, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the Provincial Border Guard Command Party Committee for the 2025-2030 term.
