Vehicle inspection issues have eased.
In early November, the vehicle inspection situation in Ho Chi Minh City has eased compared to the previous two weeks. At the 50-02S vehicle inspection center in District 11 (Ho Chi Minh City), the number of vehicles undergoing inspection is significantly lower than before; customers only need to wait a few hours to complete the procedures and take their vehicles home. Similarly, at the 50-04V vehicle inspection center in Thu Duc City (Ho Chi Minh City), the previous congestion has disappeared, even though this area is almost exclusively for container trucks and oversized vehicles.
Inspections at many inspection centers are currently quite quiet, with no renewed congestion.
Observations in recent days show that most vehicles arriving for inspection are lined up inside the inspection center's premises, rather than spilling out onto the surrounding roads as before.
In Dong Nai province, 5 out of 6 vehicle inspection centers are currently operational, with 12 out of 14 inspection lines functioning; the average capacity is 17,200 vehicles per month. According to statistics from the Vehicle Registration Department ( Ministry of Transport ), in Dong Nai, nearly 11,000 vehicles will be due for inspection in November 2023, and this number will surge to over 15,500 in December 2023 and 12,700 in January 2024. This number remains within the inspection capacity of the 5 inspection centers across the province.
However, the Vehicle Registration Department believes that traffic congestion is likely to recur in some provinces and cities. For example, in Ho Chi Minh City, the average vehicle inspection capacity is 51,800 vehicles/month, but by December 2023, more than 60,100 vehicles had reached their inspection deadline. This data has caused many to worry that a large number of vehicles from Ho Chi Minh City will "flood" into neighboring localities (including Dong Nai ), potentially overloading the province. However, experts calculate that although these figures differ, if there are no changes in staffing, it will not cause serious congestion like during the same period last year.
Many vehicle inspection centers in Central Vietnam have had to issue warnings about attempts to entice people into "renewing vehicle inspections."
Currently, the Vehicle Registration Department is encouraging vehicle owners to schedule appointments through the TTDK application to proactively manage their time and choose a suitable location to avoid long queues. The TTDK application management team stated that in addition to supporting appointment scheduling for vehicle inspections, the application also adds many other features to support citizens, vehicle owners, and businesses, such as easily checking traffic violations, providing information related to vehicle rescue, road maintenance fees, vehicle inspection fees, and civil liability insurance fees. It even includes links to insurance companies to help vehicle owners easily renew their civil liability insurance online.
Recently, the TTDK application has further added features to support users in advising on vehicle maintenance before inspection (including necessary maintenance items, inspection standards, and garages near inspection centers); insurance advice (advice on insurance packages, premiums, and compensation conditions); and vehicle modification advice (advice on the process and procedures for vehicle modification).
Vehicle owners who wish to receive advice simply select the "Request Advice" feature on the homepage, choose the consultation category, fill in vehicle information, owner details, and their needs. Someone will then contact them to answer their questions quickly and conveniently. According to statistics, to date, over 640,000 people have registered accounts on the TTDK application, with over 666,000 online inspection appointments made through the app.
There are still scammers.
Although the vehicle inspection situation has eased and the registration process has become more convenient, many vehicle owners nationwide are still unaware of the regulations, leading to some cases of exploitation and fraud.
For example, recently in Thanh Hoa province, there have been cases of individuals impersonating vehicle inspection officers to call and trick vehicle owners into renewing their vehicle inspections or purchasing civil liability insurance. Mr. Nguyen Van Khoat, Director of the 36-01S Motor Vehicle Inspection Center (Thanh Hoa City), said that recently, many individuals have been impersonating vehicle inspection officers, calling vehicle owners to inform them about renewing their vehicle inspections and selling insurance in order to commit fraud. These individuals provide specific information about the vehicle number, the inspection deadline, and the deadline for purchasing mandatory civil liability insurance for the vehicle owner.
"Even I and many other staff members at the center have received phone calls from these individuals claiming that our vehicle inspection certificates are about to expire and need to be renewed. If we agree, they will send a confirmation slip via express delivery, and then we will transfer 100,000 VND to them through a shipper," Mr. Khoat said.
Similarly, Mr. Nguyen Thanh Hai, Deputy Director of the Central Motor Vehicle Registration Center 36-03D (Thanh Hoa), was also solicited: "I was also contacted by people who introduced themselves as officials from the Central Motor Vehicle Registration Center, saying I needed to renew my vehicle registration because the inspection deadline was approaching, and inviting me to buy civil liability insurance. When I questioned them a few times, they hung up and didn't listen anymore. It's not just officials at the center who are being solicited; many car owners also call to inquire about this."
The Vehicle Registration Department stated that it is aware of this situation. Currently, some individuals are impersonating employees of vehicle registration centers to call car owners, informing them that their vehicle inspection is about to expire and needs to be renewed. If gullible car owners agree, these individuals will send a renewal confirmation slip via express delivery, and then the shipper will transfer 100,000 VND to the individual. In other cases, these individuals offer services on car-related social media groups, luring people into paying 100,000-200,000 VND to help renew vehicle inspection certificates.
According to the Vehicle Registration Department, many people, due to a lack of understanding of the regulations in Circular No. 08/2023 of the Ministry of Transport on renewing inspection certificates for passenger cars with up to 9 seats not used for commercial transport, have trusted and followed the instructions of fraudulent individuals, leading to unnecessary financial losses.
Currently, the Vietnam Registering and Inspection Department has implemented the TTDK application and uploaded all inspection certificate expiration dates for motor vehicles with inspection expiration dates from June 3, 2023 to June 30, 2024 (eligible for inspection renewal). To automatically renew vehicle inspection on the TTDK application, users go to the "Renew Vehicle Inspection" section to check the validity period of the inspection certificate and sticker. After filling in all the information such as: license plate number, serial number of the inspection certificate, confirmation code, customers then click "Search". The results showing the certificate eligible for renewal will be displayed on the screen and can be printed for use on the road without needing to go to the Vehicle Registration and Inspection Department or incurring any fees.
The TTDK application is still experiencing errors.
According to feedback from many vehicle owners and drivers, the TTDK online vehicle inspection appointment scheduling application still has quite a few common errors such as: user appointment limit exceeded; appointments not confirmed, cannot be extended; appointments scheduled more than 10 days in advance of the deadline…
Several other errors are also flagged to prevent fraudulent activities and "brokers" from scheduling vehicle inspections, including: accounts having their scheduling function locked; and license plates being locked due to excessive scheduling. Typically, before issuing these error warnings, the administration team conducts a review, searches, and verifies information. Upon detecting signs of "brokers," they lock the function to prevent such activity.
Additionally, the application also has errors such as: missing station information, appointment schedule full, appointment booking failed, the number of appointments for a license plate number exceeds the limit; previously canceled appointments, incorrect appointment date information, invalid appointment date, invalid license plate number.
The TTDK app management team stated that when encountering such situations, vehicle owners can contact the app's Zalo or Facebook channels to report the issue and receive assistance in resolving it.
