Import and export flows are stable, and businesses are growing strongly.
In 2025, despite many challenges both globally and domestically, trade and import-export activities in Tay Ninh province remained stable. Businesses continued to exploit the advantages of the province's border, international border gates, and logistics infrastructure. Several product groups, such as agricultural products, machinery and equipment, electronic components, and raw materials for production, experienced significant growth.

According to a report from the Customs Sub-Department of Region XVII, in 2025, the unit recorded 4,829 businesses processing customs procedures, an increase of 16.3% compared to the same period of the previous year. The total number of customs declarations processed was 900,396, an increase of 22.34% compared to the same period in 2024.
Furthermore, the value of import and export transactions under commercial contracts reached US$29.17 billion, an increase of 18.57%, indicating a stable and vibrant flow of goods. In the bilateral trade structure, exports reached US$16.41 billion, an increase of 14.43%. Conversely, imports amounted to US$12.76 billion, an increase of 24.34% compared to the same period last year.
Border trade activities also contribute significantly to the overall import and export picture. As of mid-November 2025, the unit had processed 11,120 export declarations for border residents with a value of over 2.006 billion VND, mainly vegetables, meat, and essential products. At the same time, it processed procedures for over 84,000 vehicles and more than 2.9 million passengers entering and exiting the country.
These are the foundations that directly contribute to tax revenue, creating a stable margin for the budget. As of November 14, 2025, revenue had reached VND 6,360 billion, achieving 108.73% of the assigned legal target, an increase of 16.72% compared to the same period in 2024.
Notably, total revenue from net imports and exports reached VND 5,517.28 billion, an increase of 23% compared to the previous year, with many product groups experiencing strong growth such as fertilizers (up 372%), machinery and equipment (up 80%), wood (up 55%), paper (up 56%), textile raw materials (up 32%), chemicals (up 30%), and vegetable oil (up 19%).
Revenue from on-site import and export reached VND 486.16 billion, an increase of 19%; mainly from cotton, fibers, and yarns (VND 233.97 billion), plastics (VND 33.95 billion), textile and footwear raw materials (VND 27.33 billion), machinery, equipment and spare parts (VND 16.56 billion), non-ferrous metals (VND 13 billion) and other goods (VND 26.3 billion). In addition, other revenue sources amounted to VND 55.2 billion.
Procedural reform and digital transformation – "leverage" for increased efficiency.
To achieve these positive results, from the beginning of the year, the leaders of the Customs Sub-Department Region XVII directed the units to continue implementing comprehensive solutions to facilitate trade, enhance the effectiveness of state management, and combat revenue loss in the implementation of the state budget revenue collection task in 2025, striving to complete the budget revenue collection task with the highest possible results.
The Sub-Department has proactively advised and proposed many mechanisms and policies to facilitate import-export activities, trade, and investment in the area. Notably, it promptly resolved difficulties for businesses when Decree 167/2025/ND-CP came into effect, and coordinated the provision of information on border trade according to Decision 2534/QD-TTg, helping to ensure smooth and efficient trade management and connectivity. Simultaneously, it proactively reviewed and proposed to the Customs Department plans to reduce and simplify outdated administrative procedures.
The Customs Sub-Department of Region XVII has made significant progress in digital transformation with a series of outstanding indicators: over 93% of assigned inspection files are automated; over 90% of specialized inspection results are searchable online. Online public services have shown clear effectiveness, with 716 files received, 607 successfully processed, and 109 files still under processing by November 14, 2025. Simultaneously, core information technology systems such as the National Single Window – ASEAN, VNACCS/VCIS, and VASSCM operate stably and smoothly, building trust and shortening customs clearance time for businesses.
Procedural reforms go hand in hand with enhanced business interaction. In 2025, the Sub-Department organized 10 dialogue and consultation conferences, thereby promptly resolving many practical issues. The unit also maintained specialized support teams, participated in providing feedback on more than 20 draft legal documents, and analyzed PAR Index, SIPAS, and DDCI indicators to identify bottlenecks needing improvement. Business interaction was expanded through multiple channels: directly at the sub-department, dialogue conferences, consultations at processing locations, as well as support via telephone, email, website, and fanpage.
