Tien Yen Commune Party Committee needs to flexibly arrange the right staff for the right job, promoting their capacity.

That was one of the instructions of comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, during the working session with the Tien Yen Commune Party Committee on the afternoon of July 22. Attending the working session were leaders of a number of provincial departments and branches.

Tien Yen commune was merged from 3 communes: Tien Yen, Vi Thuong and Huong Son of the old Quang Binh district with a total natural area of over 97km2. The whole commune has 20 villages, 3,165 households, 14,231 people with 6 ethnic groups living together; the poverty rate of the commune is 3.41%. Currently, the commune is assigned 60 civil servants, of which 59 have university degrees, 1 intermediate professional cadre. The commune Party Committee has 1,058 party members, 36 party cells. After the merger, the commune has many favorable conditions, but also faces some difficulties and problems that need the attention, support and guidance of the province.

The Tien Yen Commune Party Committee proposed that the province allocate funds to invest in repairing the commune People's Committee headquarters and equip the commune's public administration service center; organize training courses to improve professional skills for officials in the fields of finance, budget, natural resources and environment, traffic and construction, and commune information technology; consider investing in upgrading rural traffic infrastructure for the commune; provide financial support for families affected by natural disasters, especially 12 households that had to be urgently evacuated during the floods in early July.

At the meeting, leaders of the provincial departments and branches answered some of the commune's problems and recommendations. At the same time, they requested the commune to pay attention to developing and promoting the value of OCOP products; proactively develop plans and scenarios to respond to natural disasters occurring in the area; organize measures to prevent African swine fever; review and adjust working regulations to suit practical conditions; re-establish a unified and most convenient work handling process in leadership, management and implementation of public duties...

Concluding the working session, Chairman of the Provincial People's Committee Phan Huy Ngoc requested that in the context of a large workload, the Standing Party Committee and the Commune People's Committee need to be flexible and not rigid in arranging work for the commune's civil servants, following the viewpoint of arranging the right person for the right job, promoting the capacity of the cadres; the cadres should uphold the spirit of learning, actively learning, improving professional expertise, meeting the requirements of public service in the new period.

The Chairman of the Provincial People's Committee assessed that Tien Yen is a locality with potential for cultivation and animal husbandry, but it should not follow the beaten path, it is necessary to apply science and technology, increase productivity, crop value or change the structure of plants and animals with higher economic value. He requested the Party Committee and the communal government to continue to mobilize people to develop trade and services, promote e-commerce; strengthen propaganda and promotion of local specialties; promote the role of people in the movement of the whole people to protect national security. Assign cadres and party members to grasp and closely follow the situation at the grassroots level, properly implement the policy of changing the administrative management status from passive to proactive in the spirit of serving the people. Proactively follow the "4 on-site" motto in preventing, combating and overcoming damage from natural disasters.

Regarding the preparation for the Commune Party Congress, the Commune Party Committee needs to carefully prepare Congress documents to ensure quality, with the participation of opinions from all walks of life, veteran cadres and cadres and Party members in the area; continue to strengthen the Commune Party Executive Committee to ensure quantity.

Comrade Phan Huy Ngoc requested Tien Yen commune to pay attention to completing the editing, digitization, and management of documents; pay attention to the implementation of investment projects in the area; continue to do a good job of reporting the situation, unexpected incidents, and arising at the grassroots level.

He agreed with the commune's proposals and requested that during the working process, the commune proactively and boldly discuss and propose directly to the provincial leaders and departments and branches; synthesize the needs for infrastructure investment and equipment support, report to the Department of Finance to synthesize and advise the province on the settlement policy; the provincial branches continue to organize training and provide guidance to remove obstacles and shortcomings for the communes...

On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), Chairman of the Provincial People's Committee Phan Huy Ngoc presented gifts to 10 relatives of martyrs, families of meritorious people and war invalids and sick soldiers of Tien Yen commune.

On this occasion, Chairman of the Provincial People's Committee Phan Huy Ngoc and the provincial delegation presented Tien Yen commune with 2 sets of computers.
