Tien Yen commune was formed by merging three communes: Tien Yen, Vi Thuong, and Huong Son of the former Quang Binh district, with a total natural area of over 97 square kilometers. The commune comprises 20 villages, 3,165 households, and 14,231 inhabitants from six ethnic groups living together; the poverty rate is 3.41%. Currently, the commune has 60 civil servants, including 59 with university degrees and 1 with a secondary education. The commune's Party Committee has 1,058 members and 36 branches. After the merger, the commune enjoys many advantages but also faces some difficulties and obstacles that require attention, support, and guidance from the province.
The Party Committee of Tien Yen commune proposed that the province allocate funds to invest in repairing the commune's People's Committee headquarters and equipping the commune's Public Administrative Service Center with modern equipment; organize training to improve the professional skills of officials in the fields of finance and budget, natural resources and environment, transportation and construction, and information technology; consider investing in upgrading rural transportation infrastructure for the commune; and provide financial support to families affected by natural disasters, especially the 12 households that had to be urgently relocated during the recent floods in early July.

During the meeting, leaders of provincial departments and agencies addressed several issues and requests from the commune. They also requested the commune to focus on developing and promoting the value of OCOP products; proactively develop plans and scenarios for responding to natural disasters in the area; organize measures to prevent African swine fever; review and adjust working regulations to suit practical conditions; and re-establish a unified and convenient work process for leadership, management, and official duties…
Concluding the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc requested that, given the large workload, the Standing Committee of the Party Committee and the People's Committee of the commune should be flexible and not rigid in assigning tasks to the commune's officials and civil servants, adhering to the principle of placing the right person in the right job and maximizing their capabilities; the officials should uphold a spirit of openness, actively learn, and improve their professional skills to meet the demands of public service in the new era.

The Chairman of the Provincial People's Committee assessed that Tien Yen has potential in crop cultivation and livestock farming, but emphasized the need to avoid outdated practices and instead apply science and technology to increase productivity and crop value, or to shift towards crops and livestock with higher economic value. He requested that the Party Committee and local government continue to mobilize the people to develop trade and services, promote e-commerce; strengthen the promotion and advertising of local specialty products; and enhance the role of the people in the nationwide movement to protect national security. He also called for the assignment of cadres and Party members to closely monitor the situation at the grassroots level, implementing the policy of shifting administrative management from passive to proactive in the spirit of serving the people. Furthermore, he stressed the importance of proactively applying the "four on-the-spot" principle in disaster prevention, mitigation, and recovery.
Regarding the preparation for the Commune Party Congress, the Commune Party Committee needs to carefully prepare Congress documents to ensure quality, with the participation of opinions from all walks of life, veteran cadres and cadres and Party members in the area; continue to perfect the Commune Party Executive Committee to ensure quantity.
Comrade Phan Huy Ngoc requested Tien Yen commune to pay attention to completing the editing, digitization, and management of documents; pay attention to the implementation of investment projects in the area; continue to do a good job of reporting the situation, unexpected incidents, and arising at the grassroots level.

The comrade agreed with the commune's proposals and requested that during the working process, the commune proactively and boldly exchange and propose directly to the provincial leaders and departments; compile the needs for infrastructure investment and equipment support and report to the Department of Finance for consolidation and advice to the province on the policy for resolution; provincial departments should continue to organize training and guidance to resolve difficulties and shortcomings for the communes…
