Assessing administrative reform based on actual effectiveness and final results

At the "Conference to evaluate the results of the PAR Index, SIPAS, PCI, and PGI of Hanoi City and solutions to improve these indices" held today, August 29th, Vice Chairman of the Hanoi People's Committee Ha Minh Hai, on behalf of the city's leadership, gave specific directives to agencies, units, and the staff of officials and civil servants in the capital city to improve the effectiveness of administrative reform in the coming period, based on the principle of "substantive effectiveness and final results for evaluation".

The people are both the center of service and the main actors in the development of the capital city.

Emphasizing that 2024 and 2025 are of particular importance, serving as a pivotal period and a crucial step for the city to achieve the goals, targets, and tasks of the Resolution of the 17th Congress of the City Party Committee, based on the issues raised at the conference, the Vice Chairman of the City People's Committee requested that heads of departments and agencies; and chairmen of district and county People's Committees fully understand and translate the directives and proposals into concrete actions, implementing solutions synchronously with the motto "1 goal, 3 principles, 6 aspirations".

From the perspective that administrative reform must be evaluated based on "substantive effectiveness and final results," Vice Chairman of the Hanoi People's Committee Ha Minh Hai noted that in the coming period, the entire city will focus on five key areas to implement administrative reform.

This includes unifying the understanding from the leadership team to the staff and civil servants regarding the position and role of administrative reform, green transformation, digital transformation, and Project 06 – identified as the most important breakthrough, aiming to build a service-oriented administration with the motto "Civilized - Modern - Professional - Transparent - Streamlined - Effective and Efficient". The goal is for citizens and businesses to be both the center of service and the center of development, as well as the creative agents in building and developing the Capital; the effectiveness of administrative reform is measured by the satisfaction of the people.

"The city can only leapfrog ahead, develop rapidly and sustainably through science and technology, innovation, administrative reform, and digital transformation - this has been proven in practice," emphasized Vice Chairman of the Hanoi People's Committee, Ha Minh Hai.

Regarding institutional policies, the Vice Chairman of the City People's Committee requested that agencies and units firmly grasp the Party and State's policies and guidelines, along with regularly updating themselves on general development trends such as green transformation, digital transformation, circular economy , and sharing economy as an inevitability. At the same time, they should thoroughly understand the situation, creatively apply these policies to each locality and unit, especially by strengthening the learning of experience; being creative and pioneering in implementing pilot models; proactively building a comprehensive, synchronized, unified, feasible, stable, and transparent legal framework; focusing on removing bottlenecks; reviewing functions and tasks, assigning, decentralizing, and delegating authority strongly and thoroughly according to the motto "Five clear points - One consistent principle".

"The city has implemented the decentralization and delegation scheme, but there are still some areas where decentralization has not been thorough. Therefore, it is necessary to continue decentralization with a strong but thorough spirit to ensure smooth and effective implementation," Vice Chairman of the People's Committee of Hanoi City, Ha Minh Hai, stated.

Therefore, the Vice Chairman of the Hanoi People's Committee proposed that in 2024, focus should be placed on assigning and implementing the contents of the Capital City Law and relevant planning documents; reviewing and developing a system of procedures, regulations, standards, and norms for various sectors and fields (in September 2024, the Hanoi People's Committee will submit to the City People's Council a pilot model of the City's Public Administrative Service Center); and continuously innovating leadership and guidance methods to effectively overcome coordination issues and the tendency to shirk responsibility.

"Currently, the city still has a very weak coordination aspect, especially inter-agency coordination. If we are not determined to overcome this, and do not clearly define functions and responsibilities, then people and businesses will continue to face difficulties," said Vice Chairman of the Hanoi People's Committee Ha Minh Hai.

The Vice Chairman of the People's Committee of Ho Chi Minh City also noted that the city should continue to review and promote the assignment and delegation of authority in handling work, linked with individualization of responsibility, especially the responsibility of the head of the agency, in accordance with the spirit of Resolution 04/CP, with the motto "5 clear points, 1 consistent point"; strengthen the innovation of inspection and supervision methods through the application of IT, centralized data, big data, aiming for real-time and public transparency for citizens to monitor.

Eliminate unnecessary processes, restructure processes.

The next particularly important task, emphasized by the Vice Chairman of the People's Committee of Ho Chi Minh City, is to focus on continuing to reform administrative procedures; concentrating on providing quality public services, improving governance, and especially enhancing interaction between the government, citizens, and businesses.

This includes continuing to improve the online public service system towards a comprehensive online public service system – an ambitious goal requiring high determination; at the district and county levels, reviewing and reducing unnecessary processes and restructuring existing ones; building databases for various sectors and fields to share and connect, thereby reducing time and effort for citizens. Simultaneously, implementing a work process based on the "Four No's" principle, including promoting cashless payments; and enhancing the effectiveness of the "Digital Citizen of Hanoi - iHaNoi" application so that all suggestions and feedback from citizens and businesses are heard and processed promptly.

Simultaneously, we should enhance the use of virtual assistants in daily work; develop high-quality human resources, recognizing the role of leaders as a decisive factor; emphasize personal responsibility, exemplary conduct, and proactive innovation; and ensure a work environment that encourages innovation and protects those who dare to think outside the box.

In addition, Vice Chairman of the Hanoi People's Committee Ha Minh Hai requested that units implement the mechanism for additional income in accordance with the Law on the Capital City; strictly implement Directive 24-CT/2023/TU of the City Party Committee, and handle cases of incompetent or unmotivated individuals who do not serve the people and businesses.

Regarding inspection and supervision, the Vice Chairman of the City People's Committee suggested strengthening digital transformation, transparency, accountability, and citizen participation; promoting the application of information technology, digital transformation, and Project 06 in all aspects of leadership and management. The city determined that accelerating the process of building a digital government, transparency, and citizen participation in supervision is the smartest and most effective solution; and continuing to innovate in the evaluation of officials and accountability through data and artificial intelligence.

Another important task is to strengthen propaganda, mobilize combined strength, and create consensus throughout the entire political system, especially the support of the people and businesses, with the "5 spreading" perspective.

“Based on the assessment results of the indicators, units and localities should proactively review, analyze, and carefully evaluate each component criterion, clearly identifying what has been achieved, what has not been achieved, what the root causes are, and which unit or individual is responsible, thereby proposing specific solutions to overcome them. Functional departments will take the lead in developing a comprehensive plan for the city to address the identified shortcomings and limitations, especially the recommendations and suggestions from central leaders, aiming towards building a real-time assessment system with as much citizen participation as possible,” Vice Chairman of the Hanoi People's Committee Ha Minh Hai stated.
