Monitoring the implementation of socio-economic targets for the 2021-2025 period in Gia Lam district

Kinhtedothi - On the morning of November 8, the Supervisory Delegation of the Hanoi People's Council, led by Deputy Secretary of the City Party Committee and Chairman of the City People's Council Nguyen Ngoc Tuan, worked with Gia Lam district on the implementation of Resolution No. 20/NQ-HDND dated September 23, 20221 of the City People's Council on the 5-year socio- economic development plan for the 2021-2025 period.

Also participating in the supervision were Standing Committee member of the City Party Committee, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha; Vice Chairman of the City People's Committee Ha Minh Hai.

Expected to complete 17/17 targets

Reporting to the monitoring delegation, Chairman of Gia Lam District People's Committee Dang Thi Huyen said that in the 2021-2025 period, the District People's Committee plans to complete and exceed 17/17 annual socio-economic targets assigned by the City and plans to complete the entire term compared to the plan decided by the District People's Council.

In particular, some targets exceeded the plan such as: economic growth was quite good, estimated at 11.63% (the plan was 11-12%); the structure of production value by industry shifted in a positive and right direction, it is expected that by the end of 2025 the service industry will account for 52% of the economic structure; average income per capita is expected to reach 85.3 million VND/person/year by the end of 2025 (the plan is 80 million VND/person); annual budget revenue reached and exceeded the assigned estimate and the district has balanced the budget in 2022.

At the same time, the district has effectively deployed the work of mobilizing resources to create capital for development investment; the financial and budget work has focused on directing, implementing closely, effectively and promptly. The average state budget revenue in the district in the period of 2021-2025 is expected to reach 5,117 billion VND (exceeding 59.9% of the plan, equal to 1.8 times the first year of the term). Gia Lam district ensures balanced revenue and expenditure budget from 2022, maintaining the balance of revenue and expenditure budget.

In addition, the work of urban planning, construction and management has been directed with attention and achieved quite comprehensive results, meeting the progress and required targets, many targets have been achieved and exceeded. The work of preparing the Urban Zoning Planning Project for the area oriented for urban development expansion has been focused on accelerating progress. The work of building new rural areas has been given attention (by the end of 2023, 20/20 communes have achieved advanced new rural areas, of which 5 communes have achieved model new rural areas, exceeding the set plan). Currently, the dossier is being completed for appraisal of advanced new rural districts...

Notably, the district has completed the Project to establish a district by 2025 and reported on the assessment of the level of urban infrastructure development in the area expected to become a district and ward. Up to now, the district has assessed that it has met 4/4 standards, standard groups and 31/31 standards of the standard group on the structure and level of socio-economic development to establish a district; 16/16 communes (according to the plan to arrange administrative units) have met the standards to become wards).

Clarify the quality of implementation of indicators

Along with the achieved results, Chairman of Gia Lam District People's Committee Dang Thi Huyen also pointed out a number of shortcomings and limitations in implementing socio-economic targets for the period 2021-2025 such as: the district has strengths in tourism with historical and cultural relics and craft villages, but has not yet formed and organized tours and tourist routes combining historical and cultural relics associated with traditional craft villages; the implementation of applying models of applying scientific and technical advances in production still faces many difficulties; the conversion of crop and livestock structure is still slow, without clear changes...

At the working session, members of the monitoring delegation requested the district to clarify the actual quality of completed indicators such as the proportion of urban population supplied with clean water through the centralized water supply system as prescribed (the district assessed it as 100%); the proportion of licensed construction works (99% in the years of implementation); control of construction works in the area; the rate of collection and treatment of urban solid waste ensuring standards and regulations; the rate of hazardous waste treated; the rate of medical waste treated to meet environmental standards; the rate of re-recognition of schools meeting national standards; preparations for the formation of industrial clusters in the area when the district becomes a district...

Identifying digital transformation as a highlight in 2025-2026

Speaking to clarify some of the contents raised by the members of the monitoring delegation, Vice Chairman of the City People's Committee Ha Minh Hai said that the City People's Committee would accept them to direct general operations and resolve and handle the district's recommendations.

The Vice Chairman of the City People's Committee requested Gia Lam district to clarify a number of specific issues according to the objectives of Resolution 20/NQ-HDND of the City People's Council: results of digital transformation, green and smart city development; innovation in attracting domestic and foreign resources; development of high-quality human resources; environmental protection issues...

At the same time, the district has strengths in transportation with the Red River axis; has a long tradition with national relics, craft villages... Vice Chairman of the City People's Committee Ha Minh Hai emphasized that Gia Lam district needs to identify its strengths as the core of the problem, considering it the focus and key point for development. In particular, the district must identify digital transformation as a breakthrough of breakthroughs, considering this a highlight in 2025-2026.

Concluding the working session, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan acknowledged that Gia Lam district has achieved many socio-economic results. Despite many difficulties, all targets were met, economic growth was high; urban planning, construction and management achieved many results; new rural construction received attention; the project to build districts into districts was completed; administrative units were rearranged; the rate of national standard schools was high; the administrative reform index increased...

Agreeing with the district's frank assessment of the shortcomings and limitations in the past time, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that in the coming time, the district will review the contents related to the targets according to the Resolution of the City Party Congress, 10 Work Programs of the City Party Committee, the Resolution on socio-economic development of the City People's Council, and the Resolution of the District Party Congress.

"For any targets that have been achieved, try to achieve higher targets. For any targets that have not been achieved or are facing difficulties, focus on resolving and implementing them. It is necessary to review any bottlenecks in the implementation of tasks to resolve them, clearly divide the roadmap and solutions for implementing the work in the short and long term" - Chairman of the City People's Council Nguyen Ngoc Tuan emphasized.

Regarding some specific contents, the Head of the monitoring delegation requested Gia Lam district to evaluate the actual effectiveness of the indicators, especially the indicators on environmental treatment, improving the quality of life of the people; developing green tourism associated with craft villages; promoting the ratio of green trees, static traffic and clarifying slow-to-implement projects...

Acknowledging the district's recommendations, Chairman of the City People's Council Nguyen Ngoc Tuan requested departments and branches to closely coordinate with the district to remove difficulties to promote the quality and effective completion of socio-economic development tasks.
