On the morning of April 18th, Mr. Trinh Truong Huy, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, chaired a meeting to review and assess the situation and progress of the application and transfer of results from provincial-level science and technology projects. Leaders from several departments, agencies, and the Provincial Union of Science and Technology Associations also attended.
The meeting focused on discussing and providing feedback on three main topics: reviewing and evaluating the situation and progress of ongoing science and technology tasks in the province; the results of applying and transferring the results of provincial-level science and technology tasks from 2021 to the present; and the results of selecting the leading organizations and project leaders for provincial-level science and technology tasks, to be implemented starting in 2025. Currently, there are 33 provincial-level science and technology tasks underway in the fields of agricultural science, engineering and technology, social sciences, and humanities, with a total budget of over 36.8 billion VND. Many science and technology tasks have been effectively applied and implemented in socio-economic fields, improving productivity and product quality. Some native crops and livestock such as purple sticky rice, honey sticky rice, Dong Khe yellow pears, local cattle... have been restored and propagated; productivity has been improved and increased by 10-15% compared to before the research; creating new products with high economic value that meet market demands.
Vice Chairman of the Provincial People's Committee Trinh Truong Huy concluded the meeting.
In his directive speech, Vice Chairman of the Provincial People's Committee Trinh Truong Huy highly appreciated the efforts and positive results in implementing provincial-level science and technology tasks, while also frankly pointing out existing shortcomings and limitations: a few projects are still heavily theoretical and have not been effective in practice; the coordination among departments, sectors, and localities is not yet truly close.
The comrade suggested that the Department of Science and Technology continue to advise the Provincial People's Committee on organizing the dissemination and implementation of resolutions, conclusions, action programs, plans, and directives from the Central Government and the province related to science and technology, innovation, and digital transformation; and mechanisms and policies to support and develop science and technology, innovation, and digital transformation, including mechanisms and policies to support the implementation of science and technology tasks aimed at enhancing the proactiveness and responsibility of agencies, departments, and localities in participating in the management of science and technology tasks from the proposal and ordering stages to the application of results. Regarding the clearly defined tasks and topics, it is necessary to focus on research and proactively coordinate with relevant sectors to propose and commission interdisciplinary and inter-regional tasks to address urgent issues and create momentum and solutions for the province's development, such as environmental issues, production linkages along the value chain from genetic resource conservation and seed development to production and product consumption; and tasks related to the province's breakthrough initiatives. Research should also focus on solutions to promote the application and transfer of technology and technical advancements, especially the application of technology and technical advancements in the development of key, strategic, and advantageous local products. The comrade noted that, in the immediate future, the Department of Science and Technology should carefully prepare the content for the upcoming meeting of the Steering Committee for the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation in Cao Bang province.
