On the morning of November 17, after working in the Hall, Group 5, including the National Assembly Delegation of Gia Lai province and the National Assembly Delegation of Thai Nguyen province, discussed in groups the draft Resolution stipulating specific mechanisms and policies to implement Resolution No. 71-NQ/TW on breakthroughs in education and training development; the draft Resolution stipulating mechanisms and policies to effectively implement Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health; and the draft Law on National Reserves (amended).
Can we apply the mechanism of assigning and mobilizing teachers instead of recruiting?
At the discussion session, National Assembly Deputy Le Kim Toan ( Gia Lai ) emphasized that education and training have always been identified by the Party and State as the top national policy, demonstrated through many specialized resolutions and specific policies issued in development stages.
As the country enters a new phase with higher demands for quality human resources, the Party has identified education and training development as one of three strategic breakthroughs.
At this session, the National Assembly will consider and approve a Resolution on specific mechanisms and policies to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development. This is a concrete step to realize the determination to invest strongly in this field.

Delegate Le Kim Toan expressed his agreement with the draft Resolution, but said that more specific and innovative policies are needed to create real change.
Emphasizing: "If you want good students, you must have good teachers; if you want good teachers, the input into teacher training schools must be of truly high quality," the delegate suggested that the Ministry of Education and Training and relevant agencies need to survey and evaluate the input score distribution of teacher training majors compared to other fields to find solutions to increase the attractiveness of the teaching profession.
Along with that, it is necessary to rebuild the system of pedagogical schools and pedagogical faculties to become the focus of the university education system; have special preferential policies for pedagogical students such as tuition exemption, dormitory arrangement, scholarship granting...; strengthen training according to local orders.
In particular, delegate Le Kim Toan raised the question: After training, is it possible to assign and mobilize teachers in the public education system according to the development needs and population structure of each locality?
"Education is the top national policy, so why don't we apply this mechanism, while some other sectors have done it?", the delegate asked.
Regarding the compensation policy, the delegate proposed that instead of only stipulating a 70% allowance for teachers, 30% for staff and 100% for teachers in remote areas, it should be calculated directly into the salary so that workers can fully enjoy social insurance benefits.
"We must create real attraction for the pedagogical industry to return to its worthy position, changing the view that "rats running in the same cage enter pedagogy", delegate Le Kim Toan emphasized.
Appreciating the regulations on tuition and textbook exemption for high school students, delegate Le Kim Toan also proposed considering expanding investment incentives for education and health care, such as land rent exemption, tax incentives, low-interest loans, long-term loans and State support mechanisms to encourage investment in these two fields.

National Assembly Deputy Nguyen Lam Thanh (Thai Nguyen) also said that the State's policy must be superior in prioritizing the development of key industries and schools, especially in science and technology, digital transformation, semiconductors and emerging fields. Along with that, the State must handle the autonomy model of universities well.
“Like Bach Khoa, investing in a laboratory costs a lot of money. If the State does not support, how can schools invest? Meanwhile, in the field of engineering, the requirements for equipment and laboratories are very important. The Resolution must clearly state the investment policy for schools and key fields,” said the delegate.
Currently, teacher training schools have high scores, and the tendency to enter teacher training is high, but we train indiscriminately, so the quality of training at schools is very different. This is a matter that must be considered. We can reduce the number of schools with poor training quality and focus on key schools.
Carefully consider free textbooks to ensure equity in education

According to delegates, the issue of teacher recruitment has been stipulated in the Law on Teachers and assigned to the Ministry of Education and Training for guidance, but the implementation process shows that there are problems.
This time, the draft Resolution proposes to empower the Director of the Department of Education and Training in recruiting, mobilizing and rotating teachers in the preschool and general education system. Delegates said that further discussion is needed, especially from local delegations of National Assembly deputies, to carefully assess the suitability and feasibility of this mechanism in practice.
Regarding the regulation allowing localities with "conditions" to implement free textbooks from the next school year, delegate Dinh Ngoc Quy said that this policy needs to be carefully considered to ensure fairness in education, especially between advantaged areas and disadvantaged areas, mountainous areas, remote areas.
According to the delegate, if this is considered a priority or special policy, it should first focus on supporting areas with many difficulties.
Regarding investment incentive policies in education, delegates commented that the draft Resolution mainly gives power to the provincial level and mainly provides land incentives. Delegates said that this content should be integrated into the draft Resolution on a number of mechanisms and policies to remove obstacles in the implementation of the Land Law, which is also considered and approved by the National Assembly in this Session, to ensure consistency and synchronization in implementation.
