In recent times, the departments, agencies, and localities of Quang Ninh have focused on promoting the dissemination of laws on land and resources, aiming to raise community awareness in managing and protecting resources in the area.

Specifically, the province has directed departments, agencies, units, and localities to focus on disseminating and thoroughly explaining to officials, Party members, association members, and all segments of the population the policies and directives of the Provincial Party Committee, the regulations of the Party, and the laws of the State on land, resource, and mineral management. This has created a strong shift in awareness, sense of responsibility, and obligations of each official, Party member, association member, union member, organization, and individual in managing and protecting resources and minerals.
The dissemination and popularization of laws are carried out through various forms, such as: conferences to explain and explain the law, training courses, and knowledge enhancement programs; dissemination through mass media, through conferences for speakers, dissemination during Party branch meetings and thematic discussions; integration into annual review and summary meetings, and meetings for signing cooperation agreements; and through organizing conferences and seminars during the process of drafting relevant legal documents…
For example, in the dissemination of land law, even during the draft phase, the province directed departments, agencies, and localities to provide information and organize numerous conferences to gather opinions, aiming to promote the right to self-governance, mobilize collective intelligence, and encourage the dedication of agencies at all levels and the people to participate in research and contribute ideas.
Following its approval, the Provincial Council for Coordination of Legal Dissemination and Education recognized the urgent and important task of disseminating and popularizing the new land law to ensure its implementation and uniformity in land management across the entire political system and among the people. It has focused on disseminating and popularizing the new provisions of the law. Member agencies and district-level Councils for Coordination of Legal Dissemination and Education are requested to organize communication and dissemination activities focusing on in-depth thematic topics using diverse methods suitable to societal needs and specific target groups and geographical areas.
Notably, on May 16, 2024, the Provincial Council for Coordination of Legal Dissemination and Education, in collaboration with the Provincial National Assembly Delegation, organized a combined in-person and online conference to disseminate and publicize the Land Law and the Law on Credit Institutions to over 11,200 delegates; and organized an online competition to learn about the 2024 Land Law in the province with thousands of participants. Departments, agencies, and localities proactively organized propaganda, training, and invited speakers or experts in the field of land to disseminate information to officials and civil servants.
For example, Dong Trieu town organized a conference on July 5, 2024, to disseminate and publicize the law to all key officials at all levels in the town, as well as to officials, civil servants, and voters, with nearly 4,000 participants.

Similarly, for other resources, along with various solutions, propaganda efforts have been intensified, increasing the responsibility of the entire society in protecting resources; many activities have been organized and maintained effectively, such as the "Clean the Sea" campaign launched jointly by the Provincial Youth Union and the Provincial Border Guard Command, aimed at protecting marine resources in the area.
In the work of protecting and developing forest resources, the documents, directives, resolutions, policies, and laws on forest protection and development issued by the Central Government and the province are all implemented by Party committees, governments, and subordinate departments and agencies through plans for study, understanding, and implementation among cadres, Party members, civil servants, and the people in the area. Party committees and governments from the provincial to the grassroots level seriously understand and comprehensively implement the Party and State's guidelines, policies, and laws on forest protection and development, strengthening the Party's leadership in inspection, supervision, and auditing of forest and forestry land management. Through this, violations are promptly detected, prevented, and handled.
In addition, it is necessary to strengthen propaganda and mobilize the people to actively participate in preventing, detecting, and reporting crimes; publicly maintain an effective hotline to receive information and feedback from the press and the public, in order to promptly handle issues…
Through propaganda and dissemination of laws, along with many decisive solutions to create synchronization and uniformity in the political system from the provincial to the grassroots level in the implementation, the awareness, consciousness, and responsibility of the entire society in the management and protection of resources in the area have been enhanced.
