Speed ​​up the issuance of decrees to reduce difficulties for businesses

Regarding the decrees on the operating and financial mechanisms of state-owned corporations and groups, Deputy Prime Minister Ho Duc Phoc agreed with the proposal to develop a separate decree suitable to the specific characteristics.

On the afternoon of September 10, Deputy Prime Minister Ho Duc Phoc met with ministries, branches and enterprises on the plan to implement the Law on Management and Investment of State Capital in Enterprises (Law No. 68/2025/QH15).

Deputy Prime Minister Ho Duc Phoc requested the agency in charge of drafting the decrees guiding the implementation of Law No. 68 to promptly complete its tasks, create favorable conditions for businesses, and contribute to ensuring growth targets.

For the 5 detailed decrees, the Ministry of Finance must complete the draft and submit 3 decrees to the Government before September 30; the Ministry of Home Affairs must complete and submit 2 draft decrees before October 30.

Regarding the plan to implement Law No. 68, the Ministry of Finance will collect opinions from ministries, branches and enterprises at the meeting, complete the draft decision and submit it to the Prime Minister before September 15.

Giving opinions on the drafting of decrees guiding Law 68/2025/QH15 (decree on special regimes for credit institutions, foreign bank branches; management of lottery enterprises; Securities Depository and Clearing), Deputy Prime Minister Ho Duc Phoc requested the Ministry of Finance to complete it before December 15, 2025.

Regarding the decrees on the operating and financial mechanisms of state-owned corporations and groups, the Deputy Prime Minister agreed with the proposal to develop a separate decree suitable to the specific characteristics.

Deputy Prime Minister Ho Duc Phoc requested corporations and general companies to closely coordinate with the Ministry of Finance to speed up progress and solve each problem at its root.

"The faster we do it, the sooner we will issue it, reducing difficulties for businesses," Deputy Prime Minister Ho Duc Phoc emphasized and asked the Ministry of Finance to take the lead; the Ministry of Justice to support the Ministry of Finance, the Ministry of Home Affairs and businesses; and strive to issue all guiding decrees before December 15.

The Ministry of Finance has submitted to the Government three draft Decrees detailing Law 68, including: Decree regulating the supervision, inspection, and evaluation of the effectiveness of investment activities and state capital management at enterprises; Decree regulating a number of contents on investment and state capital management at enterprises; Decree on restructuring state capital at enterprises.

Regarding the two Decrees assigned to the Ministry of Home Affairs, the Ministry of Home Affairs will also submit to the Government a draft Decree on Management of title holders, positions and representatives of state capital in enterprises and a Decree on salaries, remunerations and bonuses of direct owners' representatives, representatives of state capital and controllers in enterprises according to regulations.
