The Ministry of Planning and Investment has just announced the conclusions of the appraisal meeting on the pre-feasibility study report for the high-speed railway project on the North-South axis. The appraisal council requested the Ministry of Transport to focus on several aspects of the project dossier and the forecast of transport demand on the North-South corridor.
Regarding the main technical solutions, specifically the route alignment and station location, the council requested the Ministry of Transport to clearly explain how it incorporated the directives of the Standing Committee of the Government .
"The technical aspects of the route must be as straight as possible to reduce costs (especially the section through Nam Dinh province), ensure operating speed for trains, create space for new development, avoid large residential areas and urban centers, but must have appropriate and convenient connection options to provide the shortest connection to airports and major seaports; convenient connection to the East-West corridor and connection with railway lines in China, Laos, and Cambodia," the council pointed out.
Domestically, the route and station locations of the project also need to be reviewed and adjusted, especially those locations with advantageous connections to major transportation hubs and economic zones.

Regarding operating speed, the Ministry of Transport is requested to provide a detailed explanation of the technical requirements of the route, with a design speed of 350 km/h for the operation of container ships.
The scale of the station needs to clearly address auxiliary needs such as parking, connections with other modes of transport, etc., with a minimum area in accordance with international practices. Stations must be calculated and determined to have a sufficiently large and appropriate area, ensuring a long-term strategic vision for the full development of modern services, maximizing the efficient use of land resources and new development space. Furthermore, consideration should be given to not setting a maximum station size as suggested by some localities.
The Council also proposed clarifying the investment scale parameters, reviewing the content of the socio-economic and financial efficiency assessments; and clarifying the capital mobilization plan and the ability to balance capital.
"Thoroughly review and clarify the mechanisms and policies that are truly necessary for the project to report to the National Assembly for consideration and decision, ensuring legal effectiveness and feasibility; clarify proposed mechanisms and policies on supporting businesses in technology transfer; and seek ODA loans and preferential foreign loans with low costs," the council recommended.
Based on the council's voting results, the council's standing body will finalize the assessment report and submit it to the council chairman for signing and presentation to the Government on October 17th.
