
According to the report from the Department of Planning and Investment, the project for the service road along National Highway 5 includes the section from Ghe intersection to Lai Cach intersection (km40+240-km43+870), the remaining sections, and the section from Lai Cach commercial urban area to the end of Cam Binh Shoe Company on the left side of the route (km44+205 - km44+795).

The project's investment objectives aim to synchronously connect the service roads in Cam Giang district, enhance operational capacity, ensure traffic safety, improve travel conditions, and minimize traffic congestion and accidents on National Highway 5; create favorable conditions for people and businesses in the area to live, work, and conduct business; gradually complete the system of service roads along both sides of National Highway 5 through Cam Giang district and Hai Duong province; and contribute to attracting investment and developing the socio-economic development of Cam Giang district in particular and Hai Duong province in general.

Accordingly, the service road on the right side of National Highway 5 from Ghe intersection (km40+240) to Lai Cach intersection (km43+870) consists of 4 sections.
Section 1 begins at the intersection with District Road 195B (Ghe Crossroads at km 40+240 of National Highway 5); ends at the connection point with the service road through Tan Truong Industrial Park at km 40+655 of National Highway 5; its length is approximately L=419.5m.
Section 2 begins at the Tan Truong access road (corresponding to km41+815 of National Highway 5). The end point connects to the Tan Truong Industrial Park access road (corresponding to km42 of National Highway 5). The length of this section is approximately L=178.5m.

Section 3 starts at the Tan Truong access road (corresponding to National Highway 5 at km 42+142). The end point connects to the access road passing through the Cam Giang District Treasury (corresponding to km 43+120 of National Highway 5). The length of this section is approximately L=985m.
Section 4 begins at the intersection with Nguyen Danh Nho Street and the service road through the Cam Giang District Treasury (corresponding to km43+525 of National Highway 5). The end point is at the Lai Cach town intersection (corresponding to km43+870 of National Highway 5). The length of this section is approximately L=301.65m.

The left-hand service road runs from the Lai Cach commercial urban area to the end of Cam Binh Shoe Company on the left side of the route (km44+205 – km44+795 of National Highway 5). The starting point intersects with Hoa Binh Street in the Lai Cach commercial urban area (corresponding to km44+190 of National Highway 5). The end point is at the end of the Cam Binh Shoe Company area (corresponding to km44+786 of National Highway 5). The length of this section is approximately L=593.5m.
The total length of the above sections is approximately L=2.48 km. The service roads will be constructed according to TCVN 4054:2005 standards (equivalent to a Class IV road in a flat area), in accordance with the approved planning scale. The project will utilize approximately 3.22 hectares of land in Cam Giang district.
The total investment for the project is expected to exceed 345 billion VND; the implementation period is from 2024 to 2026.
In his concluding remarks, Chairman of the Provincial People's Committee Le Ngoc Chau stated that the Provincial People's Committee unanimously agreed on the investment plan for the project. He requested the Departments of Planning and Investment, Transport, and Cam Giang District to incorporate the opinions of the Provincial People's Committee leaders and relevant departments at the meeting, and to continue reviewing the total investment amount, especially the land clearance costs, ensuring that any unforeseen expenses are still within the contingency fund. He also instructed the Provincial People's Committee Office to finalize the draft for submission to the Party Committee and then to the Provincial Party Standing Committee.
At the meeting, the People's Committee of Hai Duong province also considered the draft proposal submitted to the Provincial People's Council by the Hai Duong Department of Health regarding regulations on the number and monthly support levels for village and residential area health workers in communes, wards, and towns in Hai Duong province. They also reviewed reports from the Department of Planning and Investment on the proposal to issue a Decision on the list of land plots for bidding to select investors using land in Hai Duong province; a report proposing adjustments to the investment policies for the following projects: Investment in the construction of the Van road and bridge connecting National Highway 37 in Chi Linh City with the access road to Trieu Bridge in Kinh Mon town; Investment in the construction of the extended Provincial Road 396 (section connecting Provincial Road 391 to Provincial Road 390); Upgrading and expanding Provincial Road 391 from Hai Duong City to the East-West arterial road in Hai Duong province; and a report proposing the investment policy for the construction of a new evidence storage facility for the Civil Enforcement Department of Hai Duong province. Review the report on the zoning plan for the Hoang Dieu Industrial Park, Gia Loc District, at a scale of 1/2000, submitted by the Department of Construction.
