On the afternoon of August 28, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee coordinated with the Department of Culture, Sports and Tourism of Ho Chi Minh City to hold a press conference to provide information on socio -economic issues in Ho Chi Minh City.
Proposing solutions to get 4-wheel electric vehicles carrying tourists back into operation
At the press conference, Mr. Nguyen Quoc Vinh informed about the temporary suspension of 4-wheel electric vehicles with engines in Ho Chi Minh City from July 1 due to traffic organization on some routes with signs of a maximum operating speed of 30 km/h applied to all modes of traffic.
Recently, the Department of Construction of Ho Chi Minh City has received many recommendations from units so that this type of transport can continue to operate.

Accordingly, the Department of Construction of Ho Chi Minh City has assigned the Road Traffic Infrastructure Management Center and specialized departments to coordinate with the People's Committee of Con Dao Special Zone, wards with routes organized for vehicles to operate (including wards: Cho Lon, An Dong, Cho Quan, Vung Tau, Tam Thang...) and related agencies and units to conduct a field survey of a number of routes that are eligible for traffic organization according to the provisions of Decree 165/2024/ND-CP.
The survey and agreement on the traffic organization plan for this vehicle to resume operation must be proposed in September 2025, for the Department of Construction to report to the Ho Chi Minh City People's Committee.
In the long term, the Ho Chi Minh City Department of Construction will report to the Chairman of the Ho Chi Minh City People's Committee to propose to the Prime Minister to consider and study amendments to Decree 165. The amendment is oriented towards strong decentralization to localities, allowing them to decide on traffic organization plans for 4-wheeled electric tourist vehicles.
Reason why 125,000 candidates have not received physical driver's licenses
At the press conference, Lieutenant Colonel Nguyen Ngoc Nam, Deputy Head of the Traffic Police Department (PC08), Ho Chi Minh City Police, informed that in Ho Chi Minh City, there are currently 125,000 candidates who have completed the driving test but have not been issued a physical driver's license.

Explaining the reason, the representative of PC08 Department said that after the Ministry of Public Security took over the task of testing, issuing and exchanging driving licenses from the Ministry of Transport (now the Ministry of Construction) from March 1, 2025, it had to change the blank models, security films and technical materials according to new standards. These materials had to be imported from abroad, taking a lot of time to order, produce and transport. Meanwhile, the demand for driving licenses from people increased, leading to a local shortage of blanks.
However, the traffic police force has entered all the data of the test takers, integrating the driving license number into the VNeID application. According to the provisions of Clause 3, Article 56 of the Law on Road Traffic Safety and Order, the electronic driving license integrated with VNeID is a valid document, which people can use when participating in traffic.
A representative of PC08 Department said that as soon as the Ministry of Public Security provides the full PET card blanks, the authorities will focus all their efforts, regardless of time or holidays, to return the driving licenses to the people.
