On June 26, the People's Committee of Quang Nam province announced that it had decided to appoint Mr. Bui Long An, the vice-principal, as the acting principal of Quang Nam College of Health Sciences until a competent authority decides to appoint a principal.

Previously, on June 14th, Quang Nam College of Health Sciences sent a document to the Provincial People's Committee requesting the issuance of temporary graduation certificates for current graduates.

Accordingly, after Mr. Huynh Tan Tuan, the principal of Quang Nam College of Health, was prosecuted and temporarily suspended from his position by the Provincial People's Committee, the school only has two vice principals. Based on regulations, no one has the authority to sign graduation certificates for students who are due to graduate.

Given this situation, Quang Nam College of Health Sciences has requested the Provincial People's Committee to allow Mr. Bui Long An, the vice principal, to sign and issue temporary graduation certificates to 120 students graduating this semester.

According to Mr. Bui Long An, after being assigned by the Provincial People's Committee to be the principal, he signed the graduation certificates for the students who are qualified to graduate. On June 29, the school will hold a graduation ceremony for about 70 students in the first batch. At the same time, it will continue to review and grant degrees to the remaining students.

As reported by VietNamNet, on April 1, the Investigation Police Agency of Quang Nam Province initiated a case and prosecuted Mr. Huynh Tan Tuan - Principal and Mr. Nguyen Ba - former Principal of Quang Nam Medical College, to investigate the crime of abusing position and power while performing official duties at this school.

At the same time, authorities also initiated legal proceedings against the school's accountant and a business director directly involved in the case.

According to the conclusion of the Quang Nam Provincial Party Committee's Inspection Committee, in the two terms of 2015-2020 and 2020-2025, Quang Nam Medical College used more than 23 billion VND in funding compared to the number of students enrolled in training.

In addition, the General Hospital under the Quang Nam Medical College implemented health insurance examination and treatment expenses exceeding the ceiling and total amount (2016-2020 period) by more than 12 billion VND; owed money for medicine purchases from suppliers (2016-2020 period) by 9.4 billion VND.

The irregularities at Quang Nam Medical College led to prolonged wage arrears for its employees, prompting a collective work stoppage by the college's lecturers in December 2023. Subsequently, the Quang Nam Provincial People's Committee provided an additional 5.8 billion VND in support to the college to pay its outstanding wages.

The principal has been prosecuted, leaving the school grappling with the issue of signing graduation certificates for students.
