
The forum was organized by the Ministry of Labour, Invalids and Social Affairs and the Ministry of Planning and Investment in coordination with the Vietnamese Embassy in South Korea. Attendees included Kim Moon-soo, Chairman of the Korean Economic, Social and Labour Council; Lee Woo Young, Chairman of the Korea Human Resources Development Agency; and members of the Vietnamese delegation visiting South Korea.
At the Forum, Prime Minister Pham Minh Chinh and members of the delegation met and interacted with representatives of employers and workers, and presented gifts to Vietnamese workers.
Mr. Lee Woo Young, Chairman of the Korea Human Resources Development Agency, assessed that Vietnamese workers have made significant contributions to the development of both countries, and the labor support program is a key focus of the Korean government. Mr. Lee Woo Young suggested streamlining the entry process for Vietnamese workers into Korea and developing a new, more effective and practical mechanism for labor recruitment.
Speaking at the Forum, Prime Minister Pham Minh Chinh noted that Vietnam-Korea labor cooperation is a bright spot in the bilateral relationship between the two countries, especially the fact that many Vietnamese workers have returned to Korea to work, showing that both sides are satisfied with bilateral labor cooperation.
The Prime Minister affirmed that there is still enormous potential for labor cooperation between the two countries. To live up to the long-standing tradition of cooperation and close ties, commensurate with the level of comprehensive strategic cooperation between the two sides, and to elevate labor cooperation between the two countries to a new level, the Prime Minister requested that South Korea continue to take the lead in training international human resources, including Vietnamese workers, in order to promote effective, sustainable, and mutually beneficial cooperation in human resources. At the same time, he suggested sending highly qualified experts and managers to work in Vietnam.
In addition, South Korea continues to increase the quota for accepting Vietnamese workers under the Employment Permit System (EPS) program, focusing on shipbuilding, agriculture, fisheries, and expanding into new sectors where South Korea has a need (such as information technology, nursing, and services); increasing the number of successful candidates in Korean language exams; and strengthening measures to ensure that workers depart for South Korea through authorized Vietnamese organizations and units licensed by competent Vietnamese authorities.
On the Vietnamese side, the Prime Minister stated that in addition to traditional industries, Vietnam aims to recruit and send skilled and qualified workers in a number of fields where South Korea has strengths and is focusing on, such as semiconductors, electric vehicles, biotechnology, and autonomous vehicles.
The Ministry of Labor, War Invalids and Social Affairs, the Ministry of Foreign Affairs, the Ministry of Planning and Investment, together with relevant ministries, branches and localities, will coordinate more closely with the Vietnamese Embassy in Korea, actively work with Korean authorities (such as the Ministry of Justice, the Ministry of Employment and Labor, the Ministry of Trade, Industry and Energy, etc.) to focus on implementing commitments and solutions to promote labor cooperation between Vietnam and Korea in the new situation, worthy of the Comprehensive Strategic Partnership between the two countries.
At the same time, strengthen support for employment and entrepreneurship, connect job supply and demand for workers returning from South Korea with Korean businesses investing in Vietnam; regularly organize vocational training and career guidance courses for returning workers.
The Prime Minister affirmed that, in the spirit of "harmonious interests and shared risks," Vietnam is committed to always listening to, accompanying, supporting, and creating all favorable conditions for foreign businesses and workers in general, and Korean businesses and workers in particular, to invest, work, and study effectively, sustainably, and for the long term in Vietnam.
For Vietnamese workers working and studying in Korea, the Prime Minister hopes that the time living and working in Korea will be unforgettable memories; Vietnamese workers will take advantage of this valuable opportunity to improve their knowledge, skills, experience, understanding of local culture and laws, learn the serious and professional working style and attitude of Korean people so that when they return to Vietnam, they will become good businessmen, skilled workers, and exemplary citizens contributing to the development of their homeland and country as well as the good relationship between Vietnam and Korea.
With the high determination and great efforts of both sides, on the foundation of the Vietnam - Korea Comprehensive Strategic Partnership, the Prime Minister believes that economic and labor cooperation will continue to be an important pillar in the bilateral relationship, and at the same time a driving force to bring the relationship between the two countries to new heights for common prosperity.
On the same day in Seoul, Prime Minister Pham Minh Chinh had a discussion with Korean experts and scientists in the fields of semiconductors and artificial intelligence. The Prime Minister hoped that Korean experts and scientists would share their experiences and knowledge to help Vietnam's semiconductor and artificial intelligence industries develop rapidly and sustainably.
The Prime Minister asked Korean experts and scientists to continue contributing ideas to help Vietnam build strategies and preferential policies that are competitive enough to attract investment and human resources; develop infrastructure for the semiconductor, artificial intelligence and related industries; cooperate in training high-quality human resources, improve smart governance capacity; mobilize resources including state resources, public-private partnerships, and preferential loans to develop the semiconductor and artificial intelligence industries; develop the semiconductor and artificial intelligence ecosystem, in which application in people's health care is one of the priorities that need breakthroughs.
