In the decision approving the planning of Ho Chi Minh City for the period of 2021-2030, with a vision to 2050, the future of the 5 districts is shaped by the planning scheme for the construction of the inter-district and district regions. Accordingly, the inter-district region includes the entire administrative boundaries of the 5 districts: Cu Chi, Hoc Mon, Binh Chanh, Nha Be, Can Gio with the direction of rapid and sustainable development; urbanization associated with new rural construction; synchronous and modern infrastructure, exploitation and improvement of land use efficiency, protection of the natural environment and conservation, promotion of historical - cultural and revolutionary values; consistent with the multi-center spatial structure of the entire city. The inter-district region has economic development momentum mainly based on industries; agriculture, forestry, organic ecological aquaculture and high-tech application; trade - service sectors; marine economy, advanced and high-tech industry and agriculture, high-quality services. Arrange and reorganize the urban and rural system space on the basis of forming satellite towns suitable to the conditions of each planning period; strengthen regional connectivity; ensure controlled urbanization, balance in socio-economic development, land management and use and environmental protection.

In particular, the specific development of the 5 districts is as follows: Cu Chi district is oriented to be an industrial center, high-tech zone, developing high-tech agricultural zones with ecological and organic agriculture; ecological urban areas, trade and services, tourism, entertainment, training, health care; preserving and promoting historical - cultural - revolutionary values. Hoc Mon district has the orientation to develop an international university urban area, trade and services, professional training, high-tech industry, logistics, ecological agriculture, organic and high-tech applications... Binh Chanh district has the orientation to become an industrial center, a medical and health care center, a center for biochemistry and pharmacy,education and training, trade and services, ecological agriculture, organic and high-tech applications... Nha Be district has the orientation to develop seaports and port urban areas, logistics, concentrated information technology zones, fair and exhibition centers, culture - entertainment, trade - services, high-tech industry, concentrated university zones, high-tech medical zones, eco-tourism... Can Gio district has the orientation to develop into a center for marine economic development on the basis of building Can Gio international transit port, exploiting and developing renewable energy, new energy offshore; protecting and developing the world biosphere reserve - Can Gio mangrove forest; Build Can Gio into a key eco-tourism area of ​​the Southeast region and Ho Chi Minh City; build synchronous and modern technical infrastructure, qualified to become a typical ecological, smart, climate change-adapted urban area of ​​the Southeast region and Ho Chi Minh City.
