Adjustments and additions have been made to several communes in Zone I in the provinces of Tuyen Quang, Thai Nguyen, Lao Cai, and Quang Ninh.

According to Decision No. 698/QD-TTg adjusting and supplementing the list of communes in areas III, II, and I belonging to ethnic minority and mountainous regions for the period 2021-2025, Quan Chu commune, Dai Tu district, Thai Nguyen province, is also not in area I due to its merger with Quan Chu town, Dai Tu district, Thai Nguyen province. Recently, Deputy Prime Minister Tran Luu Quang signed Decision No. 698/QD-TTg of the Prime Minister approving the adjustment, supplementation, and correction of the list of communes in areas III, II, and I belonging to ethnic minority and mountainous regions for the period 2021-2025.

According to this decision, the communes subject to adjustment include:

- Thang Quan commune (Yen Son district, Tuyen Quang province) is no longer considered outside Zone I due to the adjustment of administrative boundaries to establish Yen Son town.

- The commune of Quân Chu (Đại Từ district, Thái Nguyên province) no longer belongs to Zone I due to its merger with Quân Chu town.

At the same time, the town of Yen Son (Yen Son district, Tuyen Quang province) and the town of Quan Chu (Dai Tu district, Thai Nguyen province) are added to Zone I.

This decision also amends some names of communes and districts due to the reorganization of district and commune-level administrative units. Specifically:

- Tịnh Biên District has been converted into Tịnh Biên town, An Giang province;

- Chơn Thành District has been converted into Chơn Thành town, Bình Phước province;

- Yen Lam commune, Yen Dinh district, Thanh Hoa province has been transformed into Yen Lam town.

- Phuc Son commune and Minh Quang commune, formerly belonging to Chiem Hoa district, Tuyen Quang province, are merged into Phuc Son commune and Minh Quang commune, belonging to Lam Binh district.

In addition, the Prime Minister's decision also supplements the list of communes in Zone I belonging to ethnic minority and mountainous areas for the period 2021 - 2025.

- Adding Binh Minh ward and Xuan Tang ward, Lao Cai city, Lao Cai province to Zone I.

- Add Ba Chẽ town, Ba Chẽ district, Quảng Ninh province to Zone I.

The Prime Minister assigns the Committee for Ethnic Minorities and the People's Committees of the provinces of Tuyen Quang, Thai Nguyen, Dien Bien, An Giang, Binh Phuoc, Thanh Hoa, Lao Cai, and Quang Ninh full responsibility for the information, data, and documents submitted for appraisal and approval of adjustments, additions, and corrections to the list of communes in areas III, II, and I belonging to ethnic minority and mountainous regions for the period 2021-2025 mentioned above.

Accordingly, the application of the regimes and policies in the administrative units at the district and commune levels approved in this Decision shall be carried out in accordance with the provisions of Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the Standing Committee of the National Assembly and relevant legal regulations.

Any additional funding for implementing social security policies issued by the Central Government (if any) shall be implemented in accordance with the Prime Minister's decision on the principle of targeted support from the central budget to local budgets for implementing social security policies issued by the Central Government during the 2022-2025 period.
