Recognizing that communication is the "key" to building consensus, Thanh Hai commune ( Vinh Long province) has implemented poverty reduction efforts in an open, transparent, and practical manner.
According to Mr. Le Van Tien, Secretary of the Commune Party Committee, the Commune's Poverty Reduction Steering Committee assigns officials to be in charge of each hamlet, regularly monitoring the area, understanding the specific difficulties and needs of each poor and near-poor household in order to provide timely support to the right people.
In addition, the investigation and review of poor and near-poor households are carried out rigorously, with supervision from mass organizations, ensuring that resources are not spread too thinly. Awareness of poverty reduction is consistently disseminated throughout the entire political system. "Poverty reduction is a key task, requiring the entire system to participate synchronously to create consensus among the people and enhance the effectiveness of the program," Mr. Tien emphasized.
Information regarding the purpose and significance of the poverty review, as well as support policies, was widely disseminated through local radio broadcasts, village meetings, and community conferences. The review results were publicly posted at the commune People's Committee headquarters and village cultural centers, making them easily accessible and monitorable for residents. In 2024 alone, approximately 85% of poor and near-poor households had full access to information through local media channels.

With a clear communication platform, Thanh Hai commune has implemented a comprehensive set of support policies such as preferential loans, technical training, housing assistance, and job placement, creating more opportunities for disadvantaged households to improve their lives.
Simultaneously, investing in infrastructure and implementing livelihood projects is considered a crucial pillar in sustainable poverty reduction. Through the National Target Program for Sustainable Poverty Reduction giai đoạn 2021 - 2025, the commune has invested in 8 infrastructure projects with a total budget of 20.71 billion VND. Rural roads, irrigation works, electricity, clean water, schools, and health stations have been upgraded synchronously, contributing to improving production and living conditions and helping the commune complete the criteria for new rural development.
Along with infrastructure development, the commune implemented four livelihood projects with a total budget of over 1.2 billion VND, supporting 42 households. These projects focused on breeding cattle and agricultural production. These models are suitable for the local natural conditions and farming practices. Thanks to timely and targeted disbursement of funds, the models quickly proved effective, creating stable livelihoods for the people.
The most significant result is that the poverty rate in the commune decreased from over 4% in 2024 to 1.06% by the end of 2025. This can be considered a strong transformation, demonstrating the determination of the government and the unity of the community.

During this process, many grassroots officials left a positive mark. A prime example is Mr. Pham Van Thang, the official in charge of poverty reduction and child welfare in the commune. Mr. Thang regularly visited the area, provided timely policy advice, and guided people in choosing suitable livelihood models. After four years of implementing the project to replicate poverty reduction and community production development models, Mr. Thang has helped 30 out of 34 participating households escape poverty or near-poverty.
Many stories of sustainable poverty alleviation have become vivid examples. The family of Mr. Le Phuong Lam, one of the near-poor households (An Khuong B hamlet), received a loan of 7.5 million VND to buy calves for breeding in 2022. By 2025, the family not only escaped poverty but also repaid the loan early, creating opportunities for other households to continue receiving revolving loans.
For example, the family of Mr. Pham Hoang Anh (Giang Ha hamlet), who escaped poverty in 2025, also received a loan of 48.4 million VND to expand their cattle farm, with a repayment period until 2028. This is an important source of motivation to help the family stabilize their lives and develop production.
From effective communication and practical policies to suitable livelihood models, Thanh Hai is gradually building a solid foundation for sustainable poverty reduction. The achievements are not only reflected in poverty reduction figures, but also in the comprehensive changes in the lives, incomes, and awareness of the local community.
