Adjusting the planning of both sides of the road from Ngoc Thuy dike to Thuong Thanh urban area

According to the Decision, the land plot designated HH1 is located in Ngoc Thuy ward, Long Bien district, bordered to the northwest by an existing road, to the southwest by Gia Thuong street, to the southeast by an existing road, and to the northeast by alley 71/1 Gia Thuong street. The area under study for the local adjustment of the detailed planning is approximately 22,900 m2.

According to the detailed construction plan for both sides of the road from Ngoc Thuy dike to Thuong Thanh new urban area, Long Bien district, at a scale of 1/500, approved by the Hanoi People's Committee in Decision 1716/QD-UBND dated April 25, 2012, the land plot designated HH1 is designated for mixed-use development (office, commercial combined with residential - high-end apartments with a standard of 4 people/household) with the following architectural planning indicators: Land area approximately 22,900m2, construction area approximately 9,160m2, construction density 40%, total floor area approximately 222,100m2 (public service floor area approximately 78,100m2, residential floor area approximately 144,000m2), land use coefficient approximately 9.7 times, buildings 3-33 stories high, population size 1,600 people. Now, the plan for organizing the architectural and landscape space, the layout, and the positioning of the building blocks and architectural forms are being adjusted; two additional basement levels are being added while maintaining the entire boundary, land use function, and architectural planning indicators as per the approved detailed plan.

The scale, area, and intended use of specific components within the project will be precisely determined during the basic design and investment project planning phases, in compliance with national technical regulations, design standards, and relevant current legal provisions.

The Hanoi People's Committee assigns the Department of Planning and Architecture to inspect and verify the drawing of the partial adjustment of the detailed construction plan for both sides of the road from Ngoc Thuy dike to Thuong Thanh new urban area, Long Bien district, at a scale of 1/500, for the land plot coded HH1 mentioned above, to ensure its conformity with this Decision; and to archive the documents as prescribed.

The People's Committee of Long Bien District, in coordination with the Department of Planning and Architecture, will organize the public announcement of the local adjustments to the approved detailed planning so that relevant organizations, agencies, and the public are aware and can implement them.

The People's Committee of Long Bien District, the People's Committee of Ngoc Thuy Ward, and the Inspectorate of the Department of Construction are responsible for inspecting and supervising construction according to the approved plan, and handling cases of construction violating the plan according to their authority and the provisions of the law.
