On the morning of July 21, working delegations of the Provincial Party Standing Committee worked with communes to inspect the situation after the merger and consolidation.

Comrade Hau Minh Loi, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, gave a speech at the conference.

Working group No. 11 inspected the construction progress of the project in Can Ty commune, Quan Ba district.

Comrade Hau Minh Loi, Vice Chairman of the Provincial People's Council and comrades in the working delegation presented gifts to policy families on the occasion of the War Invalids and Martyrs Day, July 27.

At the meeting, the Party Committees of the communes reported on the results of implementing political tasks after the administrative unit rearrangement. From July 1, 2025, the communes will officially operate under the two-level local government model. The Party Committees and authorities of the communes have urgently completed the organizational structure, issued operating regulations, and ensured the smooth implementation of tasks.

Comrade Ma Thi Thuy, member of the Provincial Party Executive Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies, term XV, spoke at the meeting.

The Public Administration Service Center receives and processes applications within the first two weeks. The communes have established all Party, government, Fatherland Front and mass organizations; seriously implemented personnel work, digital transformation and archiving. Preparations for the Commune Party Congress for the 2025-2030 term are being carried out according to plan.

Chairman of the Provincial Party Committee's Inspection Commission Tran Quang Minh delivered a concluding speech at the meeting.

Attention is paid to the development of agriculture and forestry. The quality of education and health care is focused on improving; security and order are maintained; border communes closely coordinate with border guards and police in patrolling and protecting borders and landmarks.

Chairman of Bach Ngoc Commune People's Committee Pham Tien Duat proposed difficulties and problems to the working delegation.

The delegation gave gifts to policy families in Bach Ngoc commune.

However, the implementation process still has difficulties and problems such as: Difficulty in arranging non-professional staff due to lack of unified guidance; lack of working offices, public housing, and accommodation for officials and civil servants in the commune; some villages are far from the administrative center of the new commune, making transportation extremely difficult.

Difficulties in measuring and issuing land use right certificates to people; some officials have to hold multiple positions, with a large workload. In addition, due to the large area and fragmented terrain, mass mobilization work and dissemination of the Party's policies and the State's laws to the people still face many obstacles.

At the meeting, the communes recommended that the province pay attention to investing in upgrading facilities for offices, conference halls, public administration service centers, and public housing for commune officials; provide specific instructions on the organization of subordinate Party cells after the merger; support information technology infrastructure, archives, and staff training, etc.

Comrade Nguyen Hong Trang, Permanent Deputy Secretary of the Party Committee of the Provincial Party Committee's agencies, spoke at the working session with the Yen Thanh Commune Party Committee.

In concluding remarks at the working sessions, the heads of the working delegations acknowledged and commended the efforts of the collective of cadres and civil servants of the communes in promptly stabilizing the organization and effectively implementing the tasks after the merger.

Comrade Nguyen Hong Trang, Permanent Deputy Secretary of the Party Committee of the provincial Party agencies, presented gifts to veterans and families of meritorious people in Yen Thanh commune.

At the same time, it is recommended that the Party Committees and authorities of communes continue to review and perfect operating regulations; assign and arrange staff in accordance with their functions and tasks; and step up propaganda so that people clearly understand the working methods of the new apparatus.

Comrade Nguyen Hong Trang, Deputy Secretary of the Provincial Party Committee, inspected the Yen Thanh Commune Public Administration Service Center.

In particular, it is necessary to prepare well the conditions to successfully organize the Commune Party Congress for the 2025-2030 term, ensuring compliance with regulations and progress; promoting the effectiveness of the Public Administration Service Center to serve the people. There is a plan to develop a project, an investment plan, and repair the office building and accommodation for civil servants living far away, ensuring stable working conditions.
