On the afternoon of August 19, the Provincial National Assembly Delegation held a meeting to unify the content of the thematic supervision of "Implementation of policies and laws on conservation and promotion of cultural heritage values in the province". Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the supervision delegation chaired the meeting. Attending the meeting were Comrade Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation; along with representatives of departments, branches, and members of the supervision delegation.
According to the plan, the Delegation will conduct supervision at a number of localities, departments, units... related to the area on the following contents: The organization of the implementation of the Party's policies, the Constitution, and the State's laws on the implementation of policies and laws on the preservation and promotion of cultural heritage values; the promulgation and implementation of legal documents on the implementation of policies and laws on the preservation and promotion of cultural heritage values; the current status of management, direction, coordination and organization of the implementation of policies and laws on the preservation and promotion of cultural heritage values; the results of the implementation of policies and laws on the preservation and promotion of cultural heritage values in the period of 2018 - 2024. Along with that, the Delegation will also focus on clarifying limitations, shortcomings, difficulties, and obstacles; identifying the causes of limitations, shortcomings, difficulties, and obstacles; draw lessons and propose solutions and recommendations to improve the effectiveness of policy and law implementation on the preservation and promotion of cultural heritage values in the coming time...
At the meeting, members of the Supervisory Delegation gave their opinions, focusing on a number of key points to serve the supervision requirements such as researching relic records; assigning specific tasks, closely coordinating members and units during the supervision process...
Speaking at the meeting, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Supervisory Delegation emphasized: The supervision will objectively and comprehensively assess the situation and results of the implementation of policies and laws; the timeliness, completeness, synchronization, and feasibility of the implementation of policies and laws on the preservation and promotion of cultural heritage values in the province. Thereby, it will serve as a basis for proposing and recommending solutions to build policies and laws on the management and promotion of cultural heritage values in Quang Ninh province; as well as gathering contents to participate in the Law on Cultural Heritage (amended) from practical difficulties related to mechanisms and policies.
The comrade requested the Office of the National Assembly Delegation and the Provincial People's Council to receive and synthesize the opinions of the delegation members, complete the outline, and assign specific tasks to the members to implement the monitoring content by the end of August 2024. During the monitoring process, members focus on studying documents, reports and the actual situation in the locality and unit for key contents such as: Records of relics; regulations on festival management; cultural industry content, etc.
