Comrade Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, emphasized that 2026 is the year of the 14th National Congress of the Party, the 11th National Congress of the Vietnam Fatherland Front, and the 14th Congress of the Vietnam Trade Union, for the term 2026-2031; the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026); and the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the term 2026-2031. This is also the year to begin implementing the socio -economic development plan for the period 2026-2031.
In response to the demands of the new situation, and in order to awaken the spirit of patriotic emulation, create a vibrant atmosphere of competition, and motivate and encourage union members and workers nationwide to strive and contribute, practically celebrating the important events of the country, the Presidium of the Vietnam General Confederation of Labor is launching the patriotic emulation movement for 2026 with the theme: “Union members and workers compete in innovation and creativity - Promote digital transformation - Enhance productivity and efficiency; bring the Resolutions of the Party, the Vietnam Fatherland Front and the Vietnam Trade Union into life”.
The emulation movement in 2026 will focus on many key and comprehensive contents. First and foremost is the widespread dissemination of Ho Chi Minh's thought on the patriotic emulation movement, thereby arousing and spreading the spirit of self-reliance and self-strength of the nation; promoting the glorious traditions of the working class and the Vietnam Trade Union organization. Along with that, union members and workers will actively participate in contributing ideas to the drafting of documents; thoroughly understand and concretize the Party's guidelines and policies, and the State's laws; and effectively implement the Resolutions of the 14th National Congress of the Party, the 11th Congress of the Vietnam Fatherland Front, and the 14th Congress of the Vietnam Trade Union.
Furthermore, the emulation movement is closely linked to the active participation and effective implementation of emulation movements launched by the Prime Minister , focusing on: "The whole country emulates innovation and digital transformation," "Digital literacy for the people," "Promoting the development of synchronous and modern infrastructure, practicing thrift and combating waste," and "For the poor, leaving no one behind"...
The movements are implemented flexibly and creatively, in accordance with the specific characteristics of each industry, locality, agency, unit, and enterprise; while constantly innovating and improving the quality and impact of the emulation movements launched by the Vietnam General Confederation of Labor. In particular, the "Digital Initiative" program for union members and workers in 2026 is identified as a key highlight.
The emulation movement also strongly focuses on improving the quality of human resources, encouraging union members and workers to actively study and improve their professional qualifications, skills, and expertise; promoting initiatives, creativity, and technical improvements; innovating work processes and rationalizing production; promoting the application of science and technology and digital transformation; and gradually building and developing a workforce of "digital workers." Along with this, there is emulation in registering and completing projects, products, tasks, targets, and assignments at each job position; and emulation in fulfilling the rights and responsibilities of citizens in the election of National Assembly and People's Council representatives at all levels.
Another important aspect of the movement is to strengthen and improve the quality of representation and protection of the legitimate rights and interests of union members and workers. Trade unions at all levels should proactively implement practical solutions to care for their lives, improve their welfare, and ensure sustainable employment; accelerate and resolutely implement solutions to develop union membership and establish grassroots trade unions, especially in non-state-owned enterprises. At the same time, focus on mobilizing resources to care for union members and workers during the Lunar New Year of the Horse 2026, following the motto "All union members and workers should have a happy New Year."
For trade union officials, the emulation movement requires innovation in thinking, methods, and work style; close contact with the grassroots, listening to union members; promptly resolving issues arising from practice; and being proactive and creative in proposing good models and new approaches. Trade union officials should promote the application of information technology, build a digital ecosystem to serve union members, and promote digital transformation in trade union activities; and internalize the spirit: "Workers are the subjects; practical effectiveness is the center; changes at the grassroots level are the measure; and the dissemination and replication of models are the evaluation criteria."
To ensure the movement achieves practical results, Comrade Nguyen Dinh Khang suggested that the Standing Committee and the Emulation and Commendation Councils of the Provincial and City Labor Federations; the Central Industry Trade Unions; and the Trade Unions of Economic Groups and Corporations under the Vietnam General Confederation of Labor should base their plans on the General Confederation's plan and practical conditions to develop plans, organize responses, and launch emulation movements for each target group; concretize the content and criteria of emulation to closely match the political tasks and key tasks of each locality, industry, and unit; and strive to complete and exceed the targets and tasks for 2026.
Calling on all officials, union members, and workers nationwide, the President of the Vietnam General Confederation of Labor emphasized the spirit of solidarity, unity, and determination to strive for excellence in fulfilling assigned tasks, contributing to building a stronger working class and trade union organization in Vietnam, and making a positive contribution to the rapid and sustainable development of the country in the new era.
