NDO - On the morning of November 18, in Hanoi, the Ministry of Education and Training coordinated with Hanoi National University to hold a meeting with representatives of teachers and education managers on the occasion of Vietnamese Teachers' Day, November 20, and awarded the Third Class Labor Medal to the University of Economics (Hanoi National University). Also attending the meeting were comrades: Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Propaganda Department; Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; comrades of the Party Central Committee, leaders of departments, ministries, branches, the Office of the General Secretary, embassies, international organizations in Vietnam and teachers, education managers from units and localities nationwide.

At the meeting, reporting on the situation of the education and training sector, comrade Nguyen Kim Son, member of the Party Central Committee, Minister of Education and Training said: At this time, the whole country has about 1.6 million teachers, including both public and private sectors, at all levels of education, general education, university and vocational training. Never before has the teaching staff been as large, strong, standardized and professionally qualified as it is today.

The whole country has completed universal education for 5-year-old children, universal primary and secondary education; general education has shifted positively from mainly equipping knowledge to comprehensively developing the qualities, abilities and skills of learners. Teachers are more proactive and creative, students are more confident and proactive, teaching and assessment methods have been fundamentally innovated. The quality of key education is increasingly improved. Continuing education has developed diversely in content and form.

Emulation movements to study, encourage learning, encourage talents, and build a learning society have been implemented with attention. Higher education continues to innovate. Increased autonomy and international integration have created new momentum, creating strong changes in quality and efficiency in human resource training and scientific research. Currently, 241 universities in Vietnam have experts and training organizations in most of the professions listed in the world's professions, including the newest ones.

However, besides the achieved results, the education sector is still facing many major challenges. According to Minister Nguyen Kim Son, the biggest challenge is from within, from the educational innovation process itself. Facing the era of national development, education needs a strong innovation to move towards higher quality, towards an education that develops people comprehensively, creates good citizens and high-quality human resources.

To innovate education, we must change old habits, ways of thinking, ways of thinking and doing, overcome limitations to develop breakthroughs. In order for education to overcome these challenges, the education sector, especially the team of teachers, needs to make great efforts and be constantly creative, and only correct and accurate solutions can be implemented.

Speaking at the meeting, General Secretary To Lam congratulated and commended the achievements in education and training innovation in recent times of the entire education sector, of teachers and education managers.

The General Secretary emphasized that we must frankly acknowledge that although education and training innovation has been implemented for decades, it has not yet created strong changes, has not really changed in quality, and has not met the expectations of the Party, the State and the people. Human resources are still one of the three biggest bottlenecks today. Some limitations of education and training have lasted for many years and have not been completely resolved, such as: The implementation of fundamental and comprehensive education and training innovation is not synchronous, lacks systematicity, and is still confusing. The quality of education at all levels is still limited; university education still lags behind other countries in the region and the world; "heavy" on theory, "light" on practice; training is not closely linked with scientific research, production, business and market demand.

General Secretary To Lam said that the issues of human resources and education and training innovation are not new, and have been identified by our Party in documents of many Congresses, clearly pointing out the difficulties, and at the same time requiring the united efforts and great determination of the team of teachers and education managers. The highest goal that must be focused on at all costs is to complete the cause of education and training innovation, and complete the goal of creating human resources for national construction and defense in the era of national development in the 14th Party Congress term.

The top priority in realizing that goal is to focus on building socialist people; focusing on educating personality, ethics, lifestyle, legal knowledge and civic awareness; focusing on the fundamental values ​​of culture, traditions and national ethics, the quintessence of human culture, the core and humanistic values ​​of Marxism-Leninism, Ho Chi Minh thought, the Party's platform and guidelines.

To achieve the goal, the General Secretary requested the education sector to closely follow the viewpoints and goals of national development; in which the country's rapid and sustainable development relies mainly on science and technology, innovation, digital transformation and green transformation. Determine training needs and content based on orders from each agency, unit, organization, and enterprise using labor with the school; closely combine teaching and scientific research in higher and postgraduate education, in which teachers are also scientists in the field they teach.

Strongly innovate the content and methods of education in the direction of streamlining, modernizing, and practicality, increasing knowledge, skills, and qualities of learners, increasing practice, and applying knowledge to practice; focusing on practical learning, and combating the disease of achievement. Strongly shift university education from focusing on equipping knowledge as the main goal to teaching skills, teaching how to learn, and how to think as the main goal. Strive to increase the ranking of Vietnamese education on the regional and international education map, specifically by 2030, Vietnam will be among the top 3 countries in ASEAN in terms of the number of international publications and the impact index of scientific research works, with universities in the Top 100 leading universities in the world.

Directing a number of tasks that need to be done immediately, the General Secretary requested the education sector to find solutions to completely eliminate illiteracy, especially in remote areas and among ethnic minorities. Launching a movement to "popularize digital education" to overcome the situation where a large proportion of people, including officials in state agencies, do not have a firm grasp of digital transformation.

The Politburo has discussed and decided to issue a Resolution on national digital transformation. To successfully implement this Resolution, the urgent requirement is to quickly disseminate basic knowledge about digital transformation to the entire population. The sector needs to review and completely resolve the shortage of schools and classrooms in some large cities, industrial parks, densely populated areas, and mountainous areas; solidify schools and classrooms, and ensure accommodation for teachers in remote areas, and ethnic minority areas.

The General Secretary requested that the state budget for education ensure at least 20% of the total state budget expenditure in accordance with the Resolution set forth by the Party. There should be mechanisms and preferential policies to attract non-state resources to invest in education and training development. Rely on the people, mobilize the people's strength, and organize the people to do education together with the lowest cost and maximum efficiency.

The education sector focuses on building a team of teachers and educational managers with virtue, talent, passion, enthusiasm, skills, knowledge, teaching capacity, eagerness to learn, innovation, and creativity, truly being role models for students to learn and follow; sufficient in number and consistent in structure. Research and propose mechanisms and policies for mobilizing and rotating teachers to solve the problem of local teacher surplus and shortage; attract talented people to the education sector, creating motivation for teachers and educational managers to work with peace of mind.

There are breakthrough solutions to develop a team of leading experts and scientists who work in the education sector and contribute to other sectors and fields. Building a truly healthy learning environment with close and regular coordination between schools, families, authorities and local socio-political organizations.

On this occasion, General Secretary To Lam awarded the University of Economics (Vietnam National University, Hanoi) the Third Class Labor Medal for its contributions in training, scientific research and technology transfer, contributing to building socialism and defending the Fatherland.
