The Government has just issued Decree 238/2025/ND-CP regulating policies on exemption, reduction, and support of tuition fees, study costs, and service prices in the field of education and training.
Accordingly, the following groups are eligible for a 70% tuition fee reduction :
- Students studying traditional and special arts in vocational education institutions, public and private universities that provide training in culture and arts, including: Traditional opera musicians, Hue traditional musicians, Southern amateur music, opera actors, folk performing arts, ca tru art, bai choi art, traditional musical instrument performances.
- Students studying specialized fields such as court music, Cheo, Tuong, Cai Luong, dance, circus; and some strenuous, hazardous, and dangerous occupations...
- Students who are ethnic minorities (except for very small ethnic minorities) and who themselves and their parents have permanent residence in a particularly difficult village/hamlet, a commune in region III of ethnic minority and mountainous areas, or a particularly difficult commune in coastal and island areas.
The group eligible for a 50% tuition fee reduction includes: Students whose father or mother suffered a work-related accident or contracted an occupational disease and are receiving regular benefits.
The students who receive tuition fee support include:
- Preschool children, primary and secondary school students, and learners in general education programs (students enrolled in continuing education programs at the lower and upper secondary levels) in private and non-governmental educational institutions within the national education system.
- Postgraduate students at the master's, doctoral, specialist level I and II, and resident physicians specializing in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases, and emergency resuscitation at private educational institutions in the health sector.

The decree also clearly specifies the categories of preschool children, primary and secondary school students, and continuing education students following the general education program who are eligible for financial support for their studies, including:
- These are children who are orphans, having lost both their father and mother.
- These children are disabled.
- Children whose father or mother, or both parents, or grandparents (in the case of living with grandparents) are classified as poor households according to the Prime Minister 's regulations.
- Children whose parents or guardians reside in extremely disadvantaged villages or hamlets; communes in Region III of ethnic minority and mountainous areas; communes with extremely disadvantaged areas in coastal and island areas. In cases where there are no educational facilities in the area, children studying elsewhere according to local regulations are also entitled to this policy.
This Decree takes effect from September 3, 2025, replacing Government Decrees 81/2021/ND-CP and 97/2023/ND-CP.
