Speaking at the seminar, Head of MRB Nguyen Cao Minh expressed that (TOD) is not only a modern planning solution, but also a key strategy to promote dynamic and sustainable urban development.
TOD (Transit-Oriented Development) has proven effective globally, serving as a strong bridge between public transportation systems and urban areas, delivering exceptional economic , cultural, and environmental value. It is an advanced urban planning model that maximizes the use of existing and future public transportation systems and a large user base.

According to Mr. Minh, Hanoi, as the capital and economic and cultural center of the country, is facing a historic opportunity to implement TOD (Transit-Oriented Development) in its long-term urban development strategy. This policy will not only optimize land use but also reduce traffic congestion, decrease emissions, and improve the quality of public spaces.
"The TOD policy is also key to unlocking hidden economic potential, increasing land values, and facilitating the development of new economic centers. TOD not only helps cities effectively utilize large investments in public transportation infrastructure such as urban rail and regional rapid transit systems, but also improves the existing housing supply while developing new housing and economic centers around strategic transportation hubs. This opens up opportunities to optimally exploit land value," Mr. Minh emphasized.
According to Mr. Minh, the 2024 Land Law and the 2024 Capital City Law, with their groundbreaking reforms, will create a favorable legal framework, helping Hanoi lead in the development of urban projects oriented towards transportation.

Accordingly, the 2024 Capital City Law dedicates a specific article (Article 31) to regulating the mechanisms and tools for developing TOD projects in Hanoi, including the following contents: Definition of TOD areas; Planning of urban railway systems and TOD areas; Investment in urban railway development applying the TOD model; Some mechanisms for collecting LVC (land value-added tax) in TOD areas; Management, operation and exploitation of urban railways and TOD areas.
Regarding the values and specific mechanisms that the 2024 Capital City Law brings, Lawyer Le Net (LNT & Partners Law Firm) pointed out that in cases where there are differing provisions between the Capital City Law and other legal norms on the same issue, the provisions of the Capital City Law shall apply. This means that relevant agencies no longer have to worry about overlapping or conflicting legal documents, and can focus solely on studying and implementing the Capital City Law.
Some opinions at the seminar suggested that, along with the amended Capital City Law, the 2024 Land Law, with specific investment incentives such as exemption and reduction of land use fees for logistics and infrastructure for urban railway projects; mechanisms for compensation, land clearance, and comprehensive land acquisition for projects with land surrounding and along urban railway lines and stations for state management, bidding, auctioning, and infrastructure development of this land to recover a portion of the funds, which can then be invested in subsequent urban transport lines… are expected to create a new and much stronger impetus for the Capital City to complete its ambitious plan of having 600km of urban railway in the future.
