In a letter sent to the My Thuan Project Management Board, Minister of Construction Tran Hong Minh stated that the Can Tho - Hau Giang and Hau Giang - Ca Mau sections (commonly known as the Can Tho - Ca Mau expressway), part of the Eastern North-South Expressway, have now overcome difficulties regarding land acquisition and material sources. Therefore, the project's completion progress depends entirely on the contractors' construction organization.
However, the progress of the Can Tho - Ca Mau expressway project is still slow and has not met the committed schedule, due to several main reasons.
This is because the senior leadership of some units has not paid adequate attention or provided decisive direction to allocate financial resources and increase machinery and equipment for the construction site.
The construction organization is fragmented and unscientific; insufficient crushed stone aggregate and asphalt concrete paving lines have been mobilized to organize the phased construction of the foundation and road surface, leading to the accumulation of work from previous months.
Some units have not allocated sufficient financial resources to gather all the materials at the construction site; and have not seriously implemented the directives of the Ministry of Construction regarding construction organization.
According to the Minister of Construction, if the current construction pace continues without any changes or breakthroughs in the near future, the project will not be completed as planned.
To complete and put into operation the main section of the Can Tho - Ca Mau expressway project by December 19, 2025, as directed by the Prime Minister, the Minister of Construction requested the leaders of the My Thuan Project Management Board, contractors, and consultants to consider this a top political priority.
Therefore, the head of the Ministry of Construction requested the My Thuan Project Management Board to strictly implement the directives of the Ministry of Construction in organizing construction to ensure the completion of the main route of the project for operation by December 19, 2025, and to be fully responsible to the minister for the progress and quality of the project.
The My Thuan Project Management Board, in coordination with relevant agencies of Can Tho, An Giang, and Ca Mau provinces and cities, is accelerating land clearance and handover of the land for the traffic monitoring and control system for the project by October 2025; and is periodically publishing material prices, machine rental prices, and construction price indices to allow for timely adjustments to contract prices.
The My Thuan Project Management Board, based on the remaining work volume, contractor commitments, and implementation plan, will revise the detailed schedule for each item on a daily and weekly basis for each contractor, along with the required machinery, equipment, and personnel, to ensure completion and commissioning of the main line of the project by December 19, 2025.
The Minister of Construction requested that construction contractors arrange sufficient transportation and storage facilities to bring all crushed stone and asphalt concrete aggregate to the construction site according to schedule, so that phased construction of the road base, foundation, and surface can begin immediately after unloading...
The Minister of Construction has instructed the Department of Economic and Investment Management of Construction to assign a leader in charge of the Can Tho - Ca Mau expressway project to regularly monitor the site to assess the implementation situation and promptly handle any issues arising during the implementation process; and to proactively request the My Thuan Project Management Board to address contractors that are behind schedule.
