The New Rice Festival plays a significant role in the material and spiritual life of the Si La people in Muong Nha commune, Dien Bien province. This custom is closely linked to agricultural beliefs and is a deeply humane traditional culture that the Si La people cherish and preserve through many generations.

Traditionally, the Si La ethnic community celebrates the New Rice Harvest Festival after each harvest season. People prepare offerings to thank their ancestors and the heavens. This is an occasion to express gratitude to their ancestors for blessing their families with peace and prosperity, and to pray for good fortune in the coming harvest, favorable weather, a bountiful crop, and a comfortable and prosperous life.
The activities at the festival demonstrate the strength of community cohesion, building positive cultural values, contributing to the development of good human qualities, overcoming difficulties and hardships in life, and looking towards joy and a bright, happy future.

The recognition of the New Rice Festival as a National Intangible Cultural Heritage by the Ministry of Culture, Sports and Tourism affirms the traditional folk cultural values of the Si La people, and at the same time demonstrates the responsibility of the government and the Si La ethnic community in preserving, teaching, and spreading this heritage in contemporary life.
The announcement and awarding ceremony, organized by the People's Committee of Muong Nha commune, aimed to better introduce the value of the heritage, maintain the tradition of the New Rice Festival, and encourage people to participate in cultural, sports, and folk game activities.
This is also an opportunity to promote the beauty of the land and people of Muong Nha to tourists from near and far, contributing to the promotion of tourism and socio-economic development of the locality.
