Positive socio -economic development

In the first 6 months of 2025, the city's economic growth rate reached 9.39% (higher than the same period last year's growth rate of 6.35%), ranking 9th out of 34 provinces/cities nationwide and 3rd in the region (after Da Nang City and Quang Ngai Province). Total social investment capital reached over 19 trillion VND. The disbursement rate of public investment capital reached 56.33% of the plan.

The service sector grew by 9.43% (higher than the same period last year's growth rate of 7.14%), accounting for 51.4% of the economic structure; in which, the tourism industry became the driving force for growth thanks to the successful organization of cultural activities and festivals of the National Tourism Year associated with Hue Festival 2025; other services such as: Wholesale and retail of goods; transportation, warehousing, consumption, trade; medical and educational services, etc. grew strongly, contributing positively to the overall growth of the service sector.

The industrial and construction sector maintained a fairly high growth rate, increasing by 12.72% (higher than the same period last year by 5.77%), accounting for 29.3% of the economic structure; in which, the industrial sector is estimated to increase sharply thanks to a number of new capacity-creating projects coming into operation, such as: Kim Long Motors Hue Project (phase 1), Kanglongda (phase 1)...

Along with stable growth, the total state budget revenue in the area in the first 6 months of the year is estimated at 7,430 billion VND, equal to 60.1% of the estimate, equal to 47.1% of the target and up 26% over the same period.

Since the beginning of the year, the city has granted 19 new projects and adjusted the capital increase/decrease for 7 projects with a total registered investment capital of VND 27,724 billion; of which, outside the Economic Zone, industrial parks have granted 9 projects with a total registered capital of VND 6,313 billion. In particular, the adjusted investment capital of the Kim Long Motor Hue Production and Assembly Complex Project increased by VND 21,178 billion.

Synchronize solutions

At the conference, many delegates said that in order to achieve the growth target of over 10% by the end of the year in the context of many changes in the country and the world, it is necessary to have the synchronous participation of the entire political system. Especially the new commune and ward level apparatus needs to quickly catch up with the work. Be proactive, creative, responsible in implementing and coordinating to solve tasks within their authority.

The city needs to continue to remove difficulties and provide maximum support for new businesses to register and operate effectively. Especially focus on supporting key projects and creating new capacity. Support to remove difficulties in land and consumption markets for key products such as beer, textiles, cement, frit enamel, etc. Because these are areas showing signs of slowing growth.

Speaking at the conference, Chairman of the City People's Committee Nguyen Van Phuong said that the requirement in the coming time is to continue to monitor and grasp the operational situation of industrial establishments to promptly remove difficulties and obstacles related to industrial production activities. Focus on urging, supervising and supporting the implementation of key projects, creating new capacity, increasing budget revenue and solving jobs for workers, especially projects that create breakthrough development momentum for the industrial sector. Focus on effectively implementing mechanisms and policies to promote industrial development.

“Continue to improve the operational efficiency of the 4 working groups supervising and managing investment projects to immediately remove difficulties and obstacles, effectively supporting businesses, investors and investment projects in the area. Strengthen the supervision of non-budgetary investment projects according to regulations. Synchronously develop urban infrastructure, economic zones, industrial parks and industrial clusters; complete planning projects, well manage planning, land and environment. Continue to implement solutions to promote disbursement of public investment capital in 2025 to ensure 100% completion of the plan”, Chairman Nguyen Van Phuong stated the solution.

Determined to achieve growth of 10% or more

In his closing speech at the conference, Secretary of the City Party Committee Le Truong Luu requested that Party committees, authorities and fronts at all levels promptly announce the results and spirit of the conference. Continue to propagate, create consensus and unity among cadres, civil servants, public employees and party members and strengthen people's trust in building a two-level local government model. Proactively provide official and positive information to guide public opinion; encourage the spirit and ideology of cadres and party members after the restructuring and streamlining of the apparatus.

The Party Committees and authorities of communes and wards have promoted their responsibilities, urgently directed, operated, and organized the implementation of work; strived to overcome the difficulties and challenges of the initial stage of establishment with many high demands and progress pressure to ensure the smooth operation of the apparatus in all areas. In particular, focusing on closely following the policies and directions of superiors; assigning specific tasks; continuing to review, fully grasp and concretize the directive documents of the Central and the city; stabilizing the apparatus; carefully preparing for the Party Congress at the commune level; arranging facilities and working means, especially ensuring the best implementation of the plan of the Steering Committee for the implementation of Resolution 57 of the Politburo - this is an urgent, continuous, and consistent requirement of the Central.

The Party Committee of the City People's Committee focuses on directing the review and urging the implementation of projects and plans set out in the 2025 work program to ensure quality and progress; proactively develop growth scenarios, and make efforts to achieve the growth target of 10% or more. Strive to disburse 100% of the public investment capital plan. Continue to resolutely direct compensation and site clearance work; remove difficulties and create conditions for investors to speed up the progress of key projects and works. Review revenue sources, prioritize groups of solutions to increase budget revenue. Resolutely and effectively implement Resolution 68-NQ/TW of the Politburo and the Plan of the Standing Committee of the City Party Committee on private economic development. At the same time, promptly develop a socio-economic development plan for 2026 and the period 2026 - 2030.

Strive to successfully complete the socio-economic development tasks in 2025 and the 5-year plan for 2021 - 2025".

At the conference, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Phan Xuan Toan - presented the Project on personnel for re-election of the Party Executive Committee, Standing Committee of the City Party Committee, members of the City Party Committee's Inspection Committee and key leadership positions of the city for the 2025 - 2030 term; Project on the allocation of the number of delegates to attend the 17th City Party Congress, term 2025 - 2030;
