23/24 SOCIO-ECONOMIC TARGETS ACHIEVEMENT
Assessing the implementation of socio -economic development tasks in 2025, Tran Van Dung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, stated that 2025 is a historically significant year, taking place in a special context with many intertwined difficulties and challenges as it simultaneously operates a two-tiered local government model and focuses all resources on successfully achieving the set socio-economic development goals and targets.

Recognizing these challenges, from the beginning of the year, with a high sense of responsibility, the entire political system from the provincial to the grassroots level proactively got involved.
The Provincial People's Committee closely follows the resolutions of the Government , the Provincial Party Committee, and the Provincial People's Council, promptly concretizing them into action plans and work programs with a flexible, decisive, and practical approach to management.
The leadership and management work was demonstrated through the issuance of numerous documents and the organization of meetings to expedite and resolve difficulties, especially in key areas such as: disbursing public investment funds, infrastructure development, and supporting businesses.

The decisive action of promptly issuing the overall socio-economic development plan for the entire province immediately after the merger created a unified framework, helping departments, agencies, and localities quickly stabilize and implement tasks in a coordinated manner.
Therefore, the socio-economic situation of the province in 2025 will basically remain stable, with many sectors continuing to thrive and achieving positive results.
According to the report of the Provincial People's Committee, the most outstanding and overarching achievement of Dong Thap in 2025 is the completion of almost all key targets. It is estimated that 23 out of 24 targets have been met or exceeded the plan set out in Resolution No. 14/NQ-HĐND.
This demonstrates the flexible and effective governance capacity of the government apparatus during the transition period. Economic growth (GRDP) maintains a more positive recovery momentum than in 2024.
With a growth rate of nearly 7% in the first nine months, coupled with the strong determination of the entire political system, the Provincial People's Committee is focusing on leading and directing decisive solutions to strive for an annual growth target of 8% or higher.
Notably, the economic structure continues to shift positively, with the proportion of the agriculture, forestry, and fisheries sector decreasing to 34.9%, while the non-agricultural sector increases to 65.1%. This result directly contributes to improving people's lives, as reflected in the estimated GRDP per capita reaching 85.5 million VND, an increase of approximately 8.7 million VND compared to 2024.
The brightest spot in the economic picture for 2025 is the significant improvement in the investment and business environment, affirming the strong confidence of businesses in the province's development potential.
The number of newly established businesses is estimated at 2,500, exceeding the plan by 38.9%. The number of new investment projects increased 2.1 times compared to the previous year, with a total attracted capital of 27,000 billion VND.
Furthermore, export turnover continued to be a significant driving force, estimated at over 9.2 billion USD, exceeding the plan. The tourism sector also had a strong year, estimated to welcome 7.25 million visitors, an increase of 18.1%, affirming Dong Thap as an attractive destination.
Success also stems from socio-cultural fields, reflecting the goal of sustainable development centered on people. Job creation efforts have yielded very good results, with an estimated 55,000 jobs created annually, exceeding the plan by 10%.
Poverty reduction efforts have yielded positive results, with the poverty rate decreasing to 0.81%. The percentage of the population participating in health insurance has reached 95%, and basic health indicators have all met targets, showing that the quality of healthcare is continuously improving…
Political security and social order in the area have been maintained, creating a stable environment for development.
FOCUS ON IMPLEMENTING THE “10 PILLARS OF ACTION”
Alongside the positive results, the provincial People's Committee leaders also frankly acknowledged some existing limitations and difficulties, such as: economic growth is not truly sustainable, structural transformation is slow, and some industries are still heavily dependent on export markets.
Disbursement of public investment capital is still slower than expected. Although the quality of human resources and social infrastructure has improved, it still does not fully meet the development requirements of the new phase.

The situation of riverbank erosion is becoming increasingly complex, putting significant pressure on the budget and people's lives... The leaders of the Provincial People's Committee also pointed out the causes of the remaining shortcomings; and at the same time, proposed many solutions to overcome them in the coming time.
Comrade Tran Van Dung stated that in 2026, the first year of implementing the Resolution of the First Provincial Party Congress (2025-2030 term), Dong Thap province has set the following overall goal: Prioritizing the promotion of rapid and sustainable economic growth based on science and technology, innovation, digital transformation, green economy, and circular economy; focusing on developing modern industry, high-quality services, and ecological agriculture linked to global value chains; investing in synchronous infrastructure and expanding regional linkages; comprehensively developing socio-cultural fields and improving the people's lives…
"The goal of the Dong Thap Provincial Party Congress is to strive for Dong Thap to be among the highly developed provinces in the Mekong Delta region. Among the five Mekong Delta provinces, Dong Thap must rank at least second or third; it cannot possibly be fifth." Therefore, we must focus on 2026, especially on economic growth targets and per capita income. In addition, 2026 is the first year we will implement the Resolution of the Party Congress at all levels, in the context of having to reorganize the apparatus and build a two-tiered framework regulation. The grassroots government system has basically been operating smoothly. However, much work remains to be done, especially in implementing the 28 Government Decrees with more than 1,000 decentralized tasks. Accordingly, the 2026 Plan is developed with 25 key targets, many of which have higher aspirational levels than in 2025, such as: Economic growth (GRDP) reaching 8% - 8.5%, GRDP per capita reaching 93.5 - 94 million VND, total export turnover reaching 10 billion USD, and the number of newly registered businesses reaching 3,000...
To realize these goals, the Provincial People's Committee has set out 10 key tasks and solutions, likened to "10 pillars of action". These solutions focus on addressing bottlenecks and creating new growth drivers.
The key point is to complete and publicly announce the Provincial Planning to create a solid legal basis for attracting investment. In agriculture, the province is restructuring towards ecological and high-tech approaches and effectively implementing the "Sustainable Development of 1 Million Hectares of High-Quality, Low-Emission Rice Cultivation" project.
For industry, the focus is on attracting investment in deep processing, supporting industries, clean energy, and improving the infrastructure of industrial zones and clusters.
In particular, the province is determined to develop a synchronous and modern infrastructure by accelerating the progress of key transportation projects with inter-regional connectivity, such as the Cao Lanh - An Huu and My An - Cao Lanh expressways.
Simultaneously, Dong Thap continues to build a streamlined, effective, and efficient government apparatus, resolutely reforming administrative procedures; while focusing on improving the quality of human resources, promoting science and technology, and fostering innovation...
The achievements in 2025 are not only an important prerequisite, but also create a solid foundation, strengthening confidence for Dong Thap to enter the new development phase of 2026-2030 with a new mindset and aspiration.
