CT.08 Expressway Project, section through Nam Dinh - Thai Binh Province, strives to start construction in November 2024

On June 11, the People's Committee of Thai Binh province held a meeting to listen to reports on construction materials and site clearance work for the Ninh Binh - Hai Phong expressway project (CT.08), through Nam Dinh and Thai Binh provinces.

Up to now, in Thai Binh, the work of preparing a project feasibility study report, environmental impact assessment report and compensation policy framework, support for site clearance and resettlement for the project is being urgently implemented.

Regarding site clearance, Thai Binh province needs to reclaim over 448 hectares of land, including: 398 hectares of agricultural land, nearly 9 hectares of residential land, and over 41 hectares of other land. Of which, the section through Thai Thuy district is 16 km long, in 8 communes, the area of ​​land to be reclaimed is over 111 hectares, requiring resettlement for 163 households; up to now, the work of extracting and measuring has been basically completed, the district plans to arrange 4 resettlement areas.

For Kien Xuong district, the project passes through the district for 17.8 km through 11 communes, the land area to be recovered is over 150 hectares, requiring resettlement of 269 households; the district is carrying out the work of extracting land records, reviewing and signing statistical tables for each household, and planning 11 residential areas expected to be resettled with a total area of ​​over 25 hectares.

At the meeting, delegates focused on discussing a number of issues related to construction material sources and project site clearance work.

In his concluding remarks, Mr. Nguyen Khac Than, Chairman of Thai Binh Provincial People's Committee, requested that departments, branches and localities coordinate closely, effectively and responsibly implement the work of preparing to deploy the project; proactively coordinate with the Project Management Board to monitor and closely follow ministries and branches to urgently seek comments on the project feasibility study report in order to speed up the appraisal and approval of the project feasibility study report.

The Chairman of Thai Binh Provincial People's Committee requested the investor to propose the project and coordinate with the Project Management Board to proactively explain the opinions of ministries and branches in the project feasibility study report; compensation policy framework, support for site clearance, environmental impact report. Assign the Project Management Board to preside over and coordinate with departments, branches and investors to build the critical path, project implementation progress milestones close to reality to report to the Ministry of Transport; at the same time, proactively calculate, build bidding documents, study options for hiring experts to support project implementation. Strive to start the project in November 2024.

Regarding site clearance, the Chairman of the Provincial People's Committee requested Kien Xuong and Thai Thuy districts to complete the work of determining the site clearance area and placing markers on the field according to the route map in July 2024 as well as urgently arrange resettlement land and deploy resettlement areas.
