The CT.08 expressway project, the section passing through Nam Dinh and Thai Binh provinces, aims to commence construction in November 2024.
On June 11th, the People's Committee of Thai Binh province held a meeting to hear reports on the supply of construction materials and the demarcation of land for the Ninh Binh - Hai Phong expressway project (CT.08), the section passing through Nam Dinh and Thai Binh provinces.
To date, in Thai Binh province, the preparation of the project's feasibility study report, environmental impact assessment report, and policy framework for compensation, support for land clearance, and resettlement is being carried out urgently.
Regarding land clearance, Thai Binh province needs to reclaim over 448 hectares of land, including 398 hectares of agricultural land, nearly 9 hectares of residential land, and over 41 hectares of other land. Of this, the 16-kilometer section passing through Thai Thuy district, spanning 8 communes, requires the reclamation of over 111 hectares and the resettlement of 163 households. To date, the land surveying and mapping work has been largely completed, and the district plans to allocate land for 4 resettlement areas.

For Kien Xuong district, the project spans 17.8 km across 11 communes, requiring the acquisition of over 150 hectares of land and the resettlement of 269 households. The district is currently carrying out land registry extraction, reviewing and signing statistical reports for each household, and developing plans for 11 residential areas intended for resettlement, with a total area of over 25 hectares.
At the meeting, delegates focused their discussions on several issues related to construction materials and the demarcation of land for the project.

In his concluding remarks, Mr. Nguyen Khac Than, Chairman of the People's Committee of Thai Binh province, requested that departments, agencies, and localities closely coordinate and effectively and responsibly implement the tasks to prepare for the project; proactively coordinate with the Project Management Board to monitor and closely follow up with ministries and agencies to promptly seek feedback on the project's feasibility study report in order to accelerate the appraisal and approval process of the feasibility study report.

The Chairman of the People's Committee of Thai Binh province requested the investor proposing the project to proactively coordinate with the Project Management Board to explain the comments from ministries and agencies on the project's feasibility study report; the compensation and support policy framework for land clearance; and the environmental impact report. The Project Management Board was tasked with leading and coordinating with relevant departments, agencies, and the investor to develop a realistic critical path and project implementation timeline for reporting to the Ministry of Transport; and to proactively calculate and prepare bidding documents, and research options for hiring experts to assist in project implementation. The goal is to commence the project in November 2024.
Regarding land clearance, the Chairman of the Provincial People's Committee requested that the two districts of Kien Xuong and Thai Thuy complete the identification of land clearance areas and mark boundaries on the ground according to the route plan by July 2024, as well as urgently allocate resettlement land and implement resettlement projects.
