Construction is progressing slowly and is incomplete.
In late October 2024, a reporter from Giao Thong Newspaper visited the construction site of the 28/1 Central Square project in Dam Ha district and observed that the entire construction site had only one bulldozer and one truck transporting materials from outside.

Mr. L, the owner of an apartment adjacent to the project construction site, said: "The residents are eagerly awaiting the completion of this project so they can have a place to enjoy the scenery, exercise, and stroll around... But for more than two years, we've only seen the project's construction progress slow and incomplete, causing soil and rocks from the project site to slide out, affecting traffic and farmland..."
In reality, many aspects of the project are unfinished. For example, the access road to the central square, designed to cover an area of 6,510 square meters, is still undergoing leveling and compaction. The lake area and green spaces are only partially constructed, with weeds growing everywhere.
Most aspects of the project are still under construction.
The highlight of the Square project is a bas-relief measuring 8.8m high and 3.1m wide, with a total area of 695m2, which has only been completed in its rough form so far.
Other items such as sales kiosks and equipment installation have hardly been implemented. Most construction items in the project lack manpower and equipment.
It is difficult to guarantee progress after the extension.
The Dam Ha District Central Square Project (28/1) is managed by the District Investment and Construction Project Management Board (BQLDA) with a total capital of VND 145.44 billion, later adjusted to VND 158.4 billion.
The project is built on an area of 5.23 hectares, located on Le Luong Street, Dam Ha town. The components include: a public square, a green park and landscaped lake, and technical infrastructure.
The central square alone covers an area of nearly 18,031 square meters, designed as a single-story structure with a height of 3.6 meters, and includes a courtyard, parking area, fountain, sculptures, lighting, LED screens, etc.

The completed project will create a unique complex of buildings, attracting tourists and laying the foundation for the development of an urban area with modern architectural and landscape spaces.
According to the decision, the project was supposed to be completed by September 2024. However, due to delays in construction progress, on August 19, 2024, the People's Committee of Dam Ha District issued a decision to adjust the implementation time to December 31, 2024.

Explaining the reason for the project's current delay, a leader of the Dam Ha District Investment and Construction Project Management Board stated that it was due to a shortage of leveling materials. Approximately 20,000 cubic meters of soil are needed for leveling the site. However, due to various reasons, the soil quarry's permit expired while the project was underway, requiring an extension, which further slowed down the progress.
In addition, the recent Typhoon No. 3 has also affected the project's progress.
Completing this relief sculpture will cost approximately 16 billion VND, but the project has only been approved for about 4 billion VND, so the investor is struggling to find social funding.
Furthermore, a problem that arose with the project was the funding for completing the relief sculpture. During the project approval process, the investor only estimated the cost for the rough construction of the relief sculpture at approximately 4 billion VND. However, according to the latest calculations, completing this relief sculpture would require approximately 16 billion VND.
Speaking with a reporter from Giao Thong Newspaper, a leader of the functional agency in Dam Ha district said that the investor plans to mobilize social resources to cover the additional costs of the relief sculpture. Currently, the first step of the architectural design for the relief sculpture has been completed, and those who will carry out the second step have been selected.
"It is expected that in early November, the district will arrange a meeting to mobilize social resources. However, there are few businesses in the area, and they suffered quite heavy losses after typhoon No. 3, so raising 12 billion VND through social mobilization is very difficult. Therefore, it is unknown when this relief sculpture will be completed," informed the leader of the specialized agency in Dam Ha district.
