This content is included in the draft resolution of the National Assembly on piloting the recruitment of people with college degrees to teach a number of subjects under the 2018 general education program, which was posted by the Ministry of Education and Training for public consultation.

According to the draft, primary schools will recruit people with a college degree in English teacher training or a college degree in a major relevant to English to teach primary English.

Recruiting people with college degrees to teach Computer Science, Music or Fine Arts at the elementary and middle school levels.

Primary and secondary schools are expected to recruit college-level teachers.

Also according to the draft, the organization of recruitment for teachers specified in this resolution is implemented according to current regulations of the Government, in which the specialized professional subject exam is conducted in the form of practice.

Teachers with college degrees, after being recruited, must undergo an internship period as in the case of recruitment into professional positions that require university training standards according to Government regulations.

After completing the probationary period as prescribed, the code number and salary will be kept as in the case of teachers who have not met the standard training level as prescribed by the Minister of Education and Training for each level of education.

After being recruited, college-level teachers must participate in a training program to improve their teacher qualifications according to regulations and complete the training standard improvement before December 31, 2030.

Teachers recruited under the provisions of this Resolution shall enjoy other regimes and policies for teachers according to current provisions of law.

The 2019 Education Law stipulates that primary and secondary school teachers must have a university degree or higher.

When implementing the new general education program, provinces and cities lack a lot of teachers, especially teachers of subjects such as: Information Technology, English, Music, Fine Arts... but face difficulties due to lack of recruitment sources. There are localities that have policies to attract and recruit teachers with support of more than 100 million VND/person but it is still very difficult.
