NECESSITY OF ISSUING THE DOCUMENT In the past, the Prime Minister and the Government Office have issued documents assigning the People's Committees of provinces and centrally-administered cities to research and apply a policy of zero fees when performing administrative procedures through online public services, specifically in the following documents: a) Notice No. 56/TB-VPCP dated February 23, 2025 of the Government Office on the Conclusion of the meeting summarizing the activities of the National Committee on Digital Transformation and Project 06 in 2024, and the direction and key tasks for 2025; Specifically, point d, clause 1, Section IV of this Notice requires: “d. The Chairman of the Provincial People's Committee shall direct and organize the implementation of decentralization and delegation of authority to resolve administrative procedures, applying a zero-fee policy to attract people to use online public services as implemented by Hanoi City…, to be completed before June 30, 2025.” b) Prime Minister's Directive No. 07/CT-TTg dated March 14, 2025, on promoting the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030, in ministries, sectors, and localities in 2025 and subsequent years; In particular, at the first bullet point (-), point o of clause 2 of this Directive proposes the Provincial People's Committee as follows: "- Research and report to the Provincial People's Council to promote the policy of collecting 'zero-fee' for administrative procedures within the scope of local authority's resolution, to be completed in July 2025." Therefore , based on the directives of the Prime Minister, in order to encourage citizens and businesses to participate in online public services; to promote the provision of online public services and increase the rate of online applications in accordance with the Prime Minister's directives; and at the same time, to enhance the effective exploitation and use of online public services in the province , the Department of Finance submits to the Provincial People's Committee for consideration and submission to the Provincial People's Council for promulgation of a " Resolution stipulating the fee levels under the authority of the Provincial People's Council." when providing online public services in Lai Chau province It is necessary and in accordance with regulations. II. BASIC CONTENT OF THE DRAFT RESOLUTION Article 1. Scope of Regulation and Applicable Subjects 1. Scope of Regulation This Resolution regulates the fee rates under the authority of the Provincial People's Council for the implementation of full and partial online public services when carrying out administrative procedures in Lai Chau province . 2. Applicable Subjects - Organizations and individuals requesting the resolution of administrative procedures through online public services in Lai Chau province; - Agencies and organizations providing online public services in Lai Chau province; - Other state agencies, organizations, and individuals involved in the collection and payment of fees. Article 2. Fee Rates The fee for providing online public services in Lai Chau province, which falls under the authority of the Provincial People's Council, is 0 VND.
