TPO – The competent authority has decided to recognize the junior high school graduation of a male student who finished grade 9 but only had a grade 6 transcript. This male student is autistic but the school leadership was irresponsible, causing him to not be recognized as a graduate.

Mr. Nguyen Huu Luat - Head of the Departmentof Education and Training (GD&DT) of Buon Ma Thuot City (Dak Lak) confirmed that he had signed the decision to recognize the graduation of Dinh Xuan H. (born in 2007, a student of Lac Long Quan Secondary School). H. was classified as an Average graduate.

Mr. Luat added that after the Ministry of Education and Training and the Department of Education and Training issued instructions, the unit directed the implementation in accordance with the regulations. Accordingly, H. took the test in the subjects to add to the transcript and met the conditions to be recognized as graduating.

Ms. Nguyen Thi H. (H.'s mother) happily said that she had received her child's transcript and temporary graduation certificate. After that, Ms. H. submitted her child's application to a local college with a 9+ program (both academic and vocational training). This is the wish of H.'s family and her child. She is very grateful to the agencies, departments, and press for their support, companionship, and creating conditions for her child to graduate and continue studying.

As Tien Phong reported, in 2023, when attending the gratitude ceremony of 9th grade students at Lac Long Quan Secondary School, H.'s parents were surprised when their child's name was not on the school's list. After that, when the parents expressed their opinions, they were told that H. only had the report card for 6th grade.

The authorities investigated and found that in the 2019-2020 school year, H.'s family submitted an application for her to study in grade 6 at the above school and was accepted and placed in grade 6D.

During the learning process, the homeroom teacher and subject teachers found that H. was slow in all activities as well as in absorbing lessons. At the end of the school year, H. was only classified as having poor academic performance, fair conduct and had to stay in 6th grade.

At the beginning of the 2020-2021 school year, H. was assigned to repeat class 6D (remain in the same class). However, during school, H. did not go to class 6D to study but followed her friends to class 7D (from the old class 6D to class 7D), so the homeroom teacher reported to the school and parents.

After that, H.'s father submitted a request to the school to allow his child to move up to class 7D, with the reason being that he wanted his child to integrate into the community. In the request, the parents stated that H. had autism.

At the request of the family, Mr. Phan Thanh Thuy, Principal of Lac Long Quan Secondary School, agreed to allow student H. to study in class 7D to integrate into the community and did not require testing, evaluation and educational classification for student H.

This incident resulted in H. continuing to study in grades 8 and 9 without having educational evaluation records for grades 7, 8 and 9.

Regarding this incident, Mr. Phan Thanh Thuy, Principal of Lac Long Quan Secondary School, was disciplined by the People's Committee of Buon Ma Thuot City with a reprimand.
