Construction on the road to Tra Bui has stopped, making travel difficult.

DNO - The road project to Tra Bui center (old Tra Doc - Tra Bui route, now in Tra Doc commune) cannot be completed, causing people to struggle to pass this route every day.

Project unfinished

The road project to Tra Bui center is a section of Route DH8 approved by the Quang Nam Provincial People's Committee in May 2019 with a total capital of 120 billion VND. The joint venture of Thanh Son Construction Company Limited and Thai Duong Construction Company Limited won the construction contract, then the project started in February 2020, expected to be completed in January 2023.

But after more than 5 years of implementation, the project has stopped construction. By the end of 2023, the construction volume has only reached about 39%, disbursed nearly 40 billion VND. Therefore, many sections are bumpy, seriously degraded, full of potholes and muddy in the rainy season, making people miserable every time they travel.

Mr. LVH (Tra Doc commune) said the constant worry is the risk of landslides when there is heavy rain. The agricultural and forestry products that people produce have to be sold at low prices because it is difficult to transport them for consumption. “When the project was under construction, everyone was very happy because they thought that one day they would be able to travel easily, goods would circulate and students would go to school safely. But the project has been sluggish and has been “covered” for the past 5 years, leaving the infrastructure in disrepair, even more difficult to travel than the old road,” said Mr. H.

This is also the only arterial route leading to Tra Bui Primary School and Nguyen Binh Khiem Secondary School for Ethnic Minorities. As the new school year 2025-2026 is about to begin, many parents and teachers shake their heads in dismay at the thought of their children having to wade through mud to get to school.

Mr. Vu Hoang Tam, Principal of Nguyen Binh Khiem Secondary School, said the road was so badly damaged that it took teachers nearly 3 hours to travel 16km. “The road is long and difficult to travel, affecting students’ learning. At the same time, it indirectly causes difficulties in mobilizing and maintaining student attendance. In addition, children face many risks of traffic accidents,” said teacher Tam.

Waiting for project restart

Previously, the People's Committee of Quang Nam province issued a document directing the removal of obstacles, assigning the Project Management Board - Land Fund of Bac Tra My district to urgently complete the next procedures. At the same time, the Bac Tra My district government proposed to add the remaining volume to the public investment plan for the period 2026 - 2030 with a total estimated capital of 100 billion VND.

Mr. Phan Duy Hung, Chairman of Tra Doc Commune People's Committee, said that immediately after taking over the task on July 1, the Party Committee and the new Tra Doc Commune People's Committee urgently reviewed and organized a meeting to discuss this issue because it has been a source of frustration for voters for many years. After that, Tra Doc Commune People's Committee sent a document to the Da Nang City People's Committee and related departments and branches to promptly re-implement the project.

“The project started in 2020 but has been “suspended” so people’s lives have been greatly affected. We hope that the Da Nang City People’s Committee will soon issue instructions to resume construction of the project according to the people’s wishes,” Mr. Hung suggested.

According to Mr. Hoang Van Thu, Deputy Director of the Project Management Board - Land Fund of Bac Tra My area, the main reason for the long delay of the project is the limited construction capacity of the contractor.

In addition, the COVID-19 pandemic and heavy rains causing landslides have also caused serious obstacles, causing the project to slow down. The management board has terminated the contracts with two old construction units to create a legal basis for selecting a new, more capable contractor. Currently, this unit is urgently completing the necessary procedures and documents, the Department of Finance and the Department of Construction have directly surveyed and re-evaluated the current status of the project.
