
Mr. Tran Duc Thinh - Chief of the Standing Office of the Command for Natural Disaster Prevention and Control (Provincial Civil Defense Command) said: As of the evening of November 2, the whole province still had 5,377 flooded households. Compared to 11:00 a.m. the same day, the number of flooded households increased by 669 households, mainly in Cam Binh commune.
Most of the households isolated by floodwaters are located downstream of Ke Go Lake, including 2,434 households in Cam Due commune, 2,184 households in Cam Binh commune, and 520 households in Ha Huy Tap ward.

According to Mr. Thinh, due to the influence of cold air combined with high-altitude easterly winds, from the night of October 29 to November 2, there was rain in Ha Tinh , especially in the southern coastal plains, there was moderate rain, heavy rain, and in some places very heavy rain.
Rainfall from 5:00 p.m. on October 29 to the evening of November 2 is generally from 600mm to 1,120mm.

Due to the rapid increase in water flow into the lake, the reservoirs are still operating overflow discharge. By the evening of November 2, Ke Go reservoir overflowed with a flow rate of 300m3 /second (a decrease of 200m3 /second compared to 7:30 a.m. the same day); Song Rac reservoir overflowed with a flow rate of 250m3 /second (same as 11:00 a.m. the same day).
The overflow discharge of some other reservoirs such as Kim Son is 25m 3 /s (decreased compared to 11:00 by 2m 3 /s); Da Han Lake is 44m 3 /s (decreased compared to 10:00 by 11m 3 /s); Thuong Song Tri Lake is 58m 3 /s (increased compared to 11:00 by 6m 3 /s); Tau Voi Lake discharges 3m 3 /s (decreased compared to 11:00 by 7m 3 /s); Khe Xai Lake is 4m 3 /s (decreased compared to 11:00 by 16m 3 /s); Boc Nguyen Lake discharges 20m 3 /s (same as 11:00).
At Ho Ho Hydropower Plant, the upstream water level is 66.12m/70m, regulated through the spillway at 100m 3 /second. Huong Son Hydropower Plant does not discharge through the spillway.
Due to the impact of heavy rain, localities have proactively evacuated people in flooded areas to safety. Of which, Cam Due commune has 795 households/1,395 people; Cam Binh commune has 560 households/1,880 people; Cam Xuyen commune has 15 households/42 people; Dong Tien commune has 18 households/21 people; Ha Huy Tap ward has 225 households/397 people; Bac Hong Linh ward has 20 households/62 people; Thach Lac commune has 42 households/56 people.
The Provincial Military Command arranged 11 boats and 7 cars to support Cam Due commune to respond to rain, floods, and rescue.
