Linking the arrangement work with the implementation of Conclusion No. 127

Central ministries and agencies, based on the consolidation during the first week of work, have demonstrated proactiveness and initiative in implementing tasks; ensuring continuous and uninterrupted system operation.


From March 3rd to 7th, 2025, marks the first official working week for several agencies and units following the merger and transfer of functions and tasks from former agencies within the political system.

The Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam issued Conclusion No. 127-KL/TW (Conclusion No. 127) on February 28, 2025, regarding the implementation of research and proposals for further restructuring of the political system's organizational apparatus.

Immediately afterwards, during the first working week of March, agencies, units, and localities focused on thoroughly disseminating this important conclusion.

Work implementation should be carried out smoothly.

It can be seen that the process of reorganizing and streamlining the apparatus has significantly reduced the number of agencies and organizations, with the government apparatus being streamlined to 14 ministries and 3 ministerial-level agencies.

Several central ministries and agencies, based on their consolidation during the first week of work, demonstrated proactiveness in implementing their tasks. Officials, civil servants, and employees were proactive and ready, ensuring the continuous and uninterrupted operation of the system.

Meanwhile, at the local level, departments and agencies have proactively allocated personnel, arranged and implemented work to ensure smooth operation and prevent interruptions in the execution of related administrative procedures.

At the Public Administrative Service Center, the reception counters of the newly established departments and agencies have assigned staff to serve citizens coming to carry out administrative procedures, ensuring smooth and continuous operation.

To ensure this effective continuity, even before March 2025, many departments and agencies had already drawn up plans to merge specialized departments and divisions with similar functions; and to rotate staff to positions that match their expertise.

March 3rd marked the first day that the Can Tho City Police Department began issuing driver's licenses, criminal record certificates, and registering motor vehicles.

Major General Nguyen Van Thuan, Director of the City Police, personally inspected the operations of the units. At the City Public Administrative Service Center, Major General Nguyen Van Thuan instructed officers and soldiers to strictly adhere to the procedures for receiving and processing administrative documents related to driver's license examinations and issuance of criminal record certificates, ensuring that there are absolutely no delays or inconveniences for the public.

Through discussions, the people all expressed satisfaction with the service, highly appreciating the professionalism and dedication of the officers and soldiers in guiding and processing applications quickly and transparently.

Linking the arrangement work with the implementation of Conclusion No. 127

In Conclusion No. 127 issued on February 28, 2025, the Politburo and the Secretariat of the Central Committee requested Party committees and organizations at all levels to focus on effectively implementing the following contents: Developing a plan to merge some provincial-level administrative units, eliminating district-level units, and continuing to merge commune-level administrative units; Developing a plan to reorganize and streamline the Fatherland Front agencies, political and social organizations, and mass associations assigned tasks by the Party and the State (at the central, provincial, and commune levels) after mergers and consolidations;

Develop proposals on the organizational system of local Party organizations (at the provincial and commune levels); prepare reports and submissions to the Central Committee of the Party;

Develop a plan for the local court and procuracy system with a view to eliminating district-level organizations; Develop a plan for further reorganization of the military; Review, amend, and supplement regulations of the Party, the Constitution, and laws of the State…

Regarding this new policy, many experts, scientists, and citizens have expressed their agreement and support; they believe that the plan to merge some provincial-level administrative units, eliminate district-level units, and continue merging commune-level administrative units is a necessary step, especially for localities with small populations, limited land areas, or those that have not yet optimized their development resources.

This merger not only streamlines the administrative apparatus and saves budget resources, but also creates conditions for more rational planning and resource allocation, thereby improving the efficiency of state management and promoting balanced development across regions.

When Conclusion No. 127 was issued, agencies, units, and localities focused on thoroughly implementing it. The Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, chaired a meeting of the Government Party Committee (March 5th) to study, consider, and propose the merger of some provincial-level units, the elimination of district-level units, and the merger of some commune-level units.

The Prime Minister emphasized that the arrangement and merger of administrative units must ensure objectivity, democracy, scientific rigor, specificity, thoroughness, a willingness to learn, and accuracy in line with the actual situation; thoroughly overcome geographical fragmentation and cumbersome intermediate organizations; and ensure smooth, effective, and efficient operation to meet the requirements of the new phase.

The Standing Committee of the Government Party Committee continues to supplement and refine the proposal and submission to the Politburo regarding the merger of some provincial-level administrative units, the elimination of district-level units, and the continued merger of commune-level administrative units.

Acting on behalf of the Minister of Home Affairs, Deputy Minister of Home Affairs Vu Chien Thang has issued a document requesting the People's Committees of provinces and centrally-administered cities to report to competent authorities for consideration and temporary suspension of administrative procedures arising after March 1, 2025, for associations assigned tasks by the Party and State at the local level, pending guidance from competent authorities on the reorganization of the political system's organizational structure.

In the spirit of "running while queuing," this past week, the Ministry of Interior also issued a document on the regime and policies for officials and civil servants who are not re-elected or re-appointed at party congresses at all levels, in accordance with Decree 177/2024/ND-CP.

The Ministry proposes that, starting from March 5, 2025, agencies, organizations, and units temporarily refrain from processing benefits and policies for individuals working at the commune and district levels who fall within the scope and application of Decree No. 177.

For cases where the competent authority has already decided on the settlement of benefits and policies in accordance with Decree No. 177, the benefits and policies already implemented will remain unchanged.

Speaking at the conference summarizing the work of reorganizing the organizational structure and personnel in accordance with Resolution No. 18-NQ/TW, on March 3rd, Mr. Dong Van Thanh - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Hau Giang province - stated that the province continues to link the work of reorganizing the organizational structure and personnel with the leadership and guidance in preparing and implementing Conclusion No. 127.

Agencies, units, and officials in each position, according to their functions and responsibilities, must be more proactive, more determined, and complete their assigned tasks faster and earlier to take advantage of the "golden period" for comprehensive and inclusive development of Hau Giang.

Meanwhile, in Thai Binh province, the Provincial Party Standing Committee requested the Provincial People's Committee to direct the People's Committees of districts and cities to temporarily suspend the construction, renovation, and repair of district, commune, ward, and town offices until further notice from the province.

The Provincial Police, Provincial Military Command, and relevant agencies are considering temporarily suspending the construction of police and military headquarters in the communes…

On March 6th, Mr. Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee, chaired a meeting with Party committees, four offices, Party committees, agencies, and mass organizations at the central level.

Along with a comprehensive assessment of all areas of work, the conference unanimously agreed that the restructuring and streamlining of the political system's organizational apparatus has been directed and implemented strongly, decisively, and urgently, achieving important initial results and continuing to be implemented synchronously at the provincial and grassroots levels.

Mr. Tran Cam Tu requested that all levels, sectors, and localities focus on leading and directing the implementation of tasks for 2025; and promptly complete the work in accordance with the spirit of Resolution No. 18-NQ/TW and the directives of the Politburo.

The Standing Committee of the Party Central Committee also emphasized the need to stabilize the internal organizational structure and personnel placement within agencies and units to ensure stability and uninterrupted operation; to improve the qualifications of cadres and civil servants to meet job requirements; to do a good job in information dissemination, political and ideological work, preventing neglect and negligence of work, and avoiding the emergence of complex ideological issues; and to promptly and urgently address the entitlements and policies for cadres, civil servants, public employees, and workers.
