The Chairman of the National Assembly highly appreciated the initiative of the Vietnam Fatherland Front Committee and the leaders of Hanoi City in organizing the Connecting Journey of the delegation of intellectuals, religious dignitaries, and ethnic minorities of the city.
Listening to the speeches, the Chairman of the National Assembly emphasized that unity is a precious tradition of our nation. In their subconscious, every Vietnamese person is proud to be "descendants of the dragon and the fairy," sharing a common origin, all brothers and sisters of one family.
The Party and the State have always considered national unity as a crucial strategic guideline, a source of strength, a primary driving force, and a decisive factor in the struggle for national liberation and reunification, as well as in the building and protection of the Fatherland.

The Chairman of the National Assembly stated that the 15th National Assembly was elected with a structure of delegates fully representing all sectors of society. Among them, delegates from ethnic minorities accounted for 17.84%, the highest percentage in 15 National Assembly terms, and for the first time, there were representatives from two very small ethnic minority groups (Lự and Brâu); there were 5 religious dignitaries; 119 teachers and former teachers, and education administrators; and a high percentage of delegates with professional and educational qualifications (12 Professors, 20 Associate Professors, 144 PhDs, 248 Master's degrees)... The National Assembly has adopted more flexible forms of operation to meet the demands of real-life situations. The Chairman of the National Assembly stated that this meeting is a testament to the unity of will and action, and the sense of responsibility of exemplary citizens of the capital city, for the common development of Hanoi and the entire country. The Chairman of the National Assembly was pleased to note that in 2023, Hanoi's socio-economic development basically achieved its overall goals with many outstanding and comprehensive results, especially after the Covid-19 pandemic, in terms of Party building, economic and social development, and was one of the few localities to issue a Resolution on the development of the cultural industry.
The above results were achieved not only through the efforts of the entire political system of Hanoi City, but also thanks to the invaluable contributions of religious leaders and officials, ethnic minority communities, and intellectuals and scholars living, working, and residing in the city.
Acknowledging the opinions and suggestions of the delegates, the Chairman of the National Assembly stated that the 13th National Congress of the Party had set the vision and goal of making Vietnam a developed, high-income country by 2045. Hanoi, with its particularly important role, position, and unique advantages and potential, is facing a historical mission. The Politburo has issued Resolution No. 15-NQ/TW dated May 5, 2022, on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045.
Currently, the draft Law on the Capital City (amended) has just been reviewed and finalized at the Conference of National Assembly Deputies working in specialized committees, to be submitted to the National Assembly for consideration and approval at the May 2024 session. According to the Chairman of the National Assembly, the draft Law on the Capital City (amended) has the advantage of not being a "framework law" like before, but has very specific contents and policies that can be implemented immediately. The competent authorities are urgently finalizing the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the Revised Master Plan for the Hanoi Capital City to 2045, with a vision to 2065.
According to the Speaker of the National Assembly, these two plans need to be submitted to the National Assembly for consideration. In the upcoming National Assembly session, the draft Law on the Capital City (amended) and the two plans, if agreed upon and passed simultaneously, will create a very large legal framework for the development of the Capital City.

The Chairman of the National Assembly expressed his wish that the Party Committee, the government, and the people of Hanoi, especially the intellectual community, religious followers, and ethnic minorities, continue to thoroughly understand, propagate, and raise awareness of the particularly important position and role of Hanoi. He urged them to awaken the aspiration and responsibility to develop Hanoi, a city with a thousand years of history and heroism, a creative city, a city for peace, the national political and administrative center, a major center for culture, education and training, science and technology, economy, and international integration; and to resolutely build Hanoi into a center and driving force for the Red River Delta region, the key economic region of Northern Vietnam, and the entire country, developing to be on par with the capitals of developed countries in the region. Along with this, he emphasized the need to prioritize the completion of a comprehensive and synchronized institutional framework for the development of Hanoi, meeting the requirements of rapid, balanced, sustainable development and international integration.
The Chairman of the National Assembly agreed with the delegates' opinions that Hanoi, the capital city, needs to pay special attention to building mechanisms and policies to attract and utilize the intellectual resources of leading domestic and international intellectuals, experts, and scientists in the cause of building and developing the capital. The Chairman of the National Assembly emphasized the importance of effectively implementing Resolution 45-NQ/TW dated December 24, 2023, of the 13th Central Committee on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period; and Resolution 43-NQ/TW dated November 24, 2023, of the 8th Conference of the 13th Central Committee on continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy.
In addition, the City implements policies to mobilize, unite, and gather religious organizations, dignitaries, and followers to live "good lives and uphold moral values," making positive contributions to the construction and protection of the Capital and the Fatherland; promoting the good cultural and moral values and resources of religions for the development of the country; and taking effective measures to ensure that religious organizations operate in accordance with the law and the charters and regulations recognized by the State.

The Chairman of the National Assembly emphasized the need to ensure equality, solidarity, respect, and mutual support among ethnic groups for shared development; to establish mechanisms to promote the positive spirit and self-reliance of ethnic minority communities in socio-economic development, and to achieve multidimensional and sustainable poverty reduction; and to focus on building a team of exemplary officials and influential figures in ethnic minority areas.
The city mobilizes, allocates, utilizes, and manages resources effectively to invest in development, creating fundamental changes in the economy, culture, and society in areas inhabited by ethnic minorities. Emphasizing that the people must benefit from development achievements, and given its more favorable conditions compared to other localities, Hanoi needs to effectively promote social security and welfare.
The Chairman of the National Assembly emphasized the need to strengthen the core political role and responsibility of the Fatherland Front and socio-political organizations in building national unity, gathering and mobilizing the people to promote patriotic emulation movements, practicing democracy, and strengthening social consensus; effectively performing the role of social supervision and criticism, representing and protecting the legitimate rights and interests of members, actively participating in building the Party and the State, and strengthening people-to-people diplomacy. Representatives of prominent intellectuals, religious leaders, and ethnic minorities from Hanoi will further enhance their roles, acting as the core of all movements; spreading, guiding, and inspiring other social forces, especially the younger generation, to actively contribute to the development process of Hanoi and the entire country.
The Speaker of the National Assembly stated that the National Assembly, the Standing Committee of the National Assembly, and other National Assembly agencies have effectively performed their functions and powers, creating conditions for intellectuals, religious leaders, and ethnic minorities to continue to play their roles and contribute to the building and development of the country.
