Accordingly, Hanoi Urban Transport Construction Joint Stock Company is granted the right to use 8.1 m2 of land (for shared use, with the unit using the building from the 2nd floor upwards) at No. 2 Phung Hung Street, Hoan Kiem District, for the purpose of establishing its company headquarters combined with business operations.

The location, boundaries, and area of the land plot (plot 3) are determined by markers 6 to 8, 16, 17, 18, and 19 on the current status map at a scale of 1/200, prepared in November 2024 by Hanoi Land Surveying Company No. 1, and confirmed by the People's Committee of Hang Ma Ward on November 21, 2024. The land use term is 50 years from March 15, 2005. The form of land use right recognition by the State is the same as land lease with annual rent payment.
Simultaneously, the land use rights for 282m2 of land (including area 1: 224.6m2 and area 2: 57.4m2) at No. 2 Phung Hung Street, Hang Ma Ward, Hoan Kiem District, are extended for Hanoi Urban Transport Construction Joint Stock Company to continue using it as the company's headquarters combined with business operations. The extended land use period is from March 15, 2025 to March 15, 2055. The land lease form is a state-owned land lease with annual rent payments.
The Hanoi People's Committee assigns the Hanoi Urban Transport Construction Joint Stock Company the responsibility to contact the Department of Natural Resources and Environment to determine the land price for calculating land lease fees; sign the land lease contract and land use right certificate in accordance with regulations after fulfilling financial obligations. The company is also responsible for contacting the City Tax Department to declare and pay land lease fees for the 8.1m2 of land from March 15, 2005 to the present, paying annual land lease fees, non- agricultural land use tax, and other outstanding financial obligations (if any) as required.
During the land use process, the Company must strictly comply with the regulations of the law on land, investment, construction, planning, and real estate business; ensure environmental sanitation and fire prevention and control as prescribed in the Vietnamese Construction Standards; and is not allowed to change the land use purpose without the permission of the People's Committee of the City.
When investing in new construction or renovation and expansion of existing structures, it is necessary to contact the Department of Planning and Architecture, the Hanoi Institute of Construction Planning, the Urban Railway Management Board, and the Hoan Kiem District People's Committee to obtain agreement on architectural planning, issuance of red line boundary drawings, and the scope of the urban railway safety corridor and related technical infrastructure works to ensure compliance with the urban zoning plan and related plans approved by the Hanoi People's Committee.
The Departments of Natural Resources and Environment, Finance, Planning and Investment, Planning and Architecture, Construction, and other relevant departments; and the Hanoi Tax Department, according to their assigned functions and duties in their respective fields, are tasked with inspecting and guiding Hanoi Urban Transport Construction Joint Stock Company in fulfilling its obligations as a land user as stipulated by regulations.
The Hanoi Land Registration Office updates and adjusts land changes in cadastral records according to regulations.
The People's Committee of Hoan Kiem District and the People's Committee of Hang Ma Ward regularly inspect the Hanoi Urban Transport Construction Joint Stock Company's compliance with land, construction, and environmental protection laws according to the prescribed regulations.
