Tuyen Quang - The heart of the protracted resistance war.
In the context of the nationwide resistance war, relocating the revolutionary headquarters to Tuyen Quang was a wise decision, demonstrating the strategic vision of President Ho Chi Minh . The decision to return to Viet Bac, with Tuyen Quang as its center, reflected President Ho Chi Minh and the Central Party Committee's profound belief in the strength of the people and the strategic location of this region. As President Ho Chi Minh predicted: "The revolution succeeded thanks to Viet Bac, so the resistance will also be victorious thanks to Viet Bac."
From Tan Trao, the flame of resistance spread throughout the mountains and forests of Viet Bac. For nearly six years, President Ho Chi Minh, along with the Central Party Committee, the National Assembly , and the Government, worked at more than 20 different locations in Tuyen Quang province. These places were not only where historical decisions were made, but also where President Ho Chi Minh was close to the people, encouraged them, and ignited the patriotic spirit and fighting will of the entire nation.
The hall where the Second National Party Congress was held is located within the Kim Binh National Special Historical Site (Chiem Hoa).
During his nearly six years in Tuyen Quang, President Ho Chi Minh, along with the Central Committee of the Party, led the Vietnamese people in implementing the all-encompassing, protracted resistance war. Here, he presided over many important conferences and congresses, discussing key issues of the revolution such as Party building, consolidating the government, developing the armed forces, developing the economy, culture, and society, and strengthening foreign relations. Famous works such as "Diligence, Frugality, Integrity, and Righteousness," and "Mass Mobilization" were also completed in this land, becoming guiding principles for cadres, Party members, and the people.
We cannot forget the images of President Ho Chi Minh, simply dressed in faded khaki clothes, discussing national affairs with his fellow leaders under a simple thatched hut. In Tuyen Quang, correct policies and strategies for the resistance war were formulated, from building the Party, consolidating the government, developing the armed forces, to boosting production, developing culture and society, and strengthening diplomatic activities.

Throughout the nine years of resistance, Tuyen Quang and the provinces in the Viet Bac war zone successfully completed the tasks of building, fighting, and ensuring the absolute safety of the central headquarters and President Ho Chi Minh. This immense contribution played a decisive role in the final victory of the resistance war against French colonialism.

Tuyen Quang is honored and proud to have the Tan Trao Special National Historical Site, which preserves one of the most important revolutionary historical relics of the Vietnamese nation in the 20th century. Building on the traditions of its revolutionary homeland, Tuyen Quang today is reaping many important achievements in various fields, and the lives of its people of all ethnic groups are increasingly improving.
The National Historical Monument of Lang Sao Village is the first place President Ho Chi Minh returned to Tuyen Quang.
The province has maintained stable economic growth. In 2024, the province's GRDP growth rate reached 9.04%, the highest in a decade, ranking 4th out of 14 provinces in the Northern Midlands and Mountains region and 12th out of 63 provinces and cities nationwide. Furthermore, all 20 key socio-economic indicators were completed and exceeded the set targets. Development indicators in the fields of agriculture, forestry and fisheries, industry and construction, and services all increased, with the economic scale exceeding 50,000 billion VND, a 13% increase compared to 2023.
The province's total budget revenue reached over 4,366 billion VND, exceeding the set target. Total social investment reached over 15,600 billion VND, of which public investment reached over 5,800 billion VND. Alongside this, effective investment attraction and agricultural development have progressed towards modernization. Infrastructure has been invested in comprehensively, creating favorable conditions for socio-economic development. Significant progress has been made in the fields of culture, education, and health, particularly in the investment in ethnic minority and mountainous areas, helping to improve the material and spiritual lives of the people, preserve cultural identity, and achieve sustainable poverty reduction.
Tuyen Quang is steadily progressing on its path of development, continuing to uphold its revolutionary traditions to build a bright future. The province consistently strives to preserve, protect, and promote the immense value of the Tan Trao Special National Historical Site, ensuring that it serves not only as a "red address" for educating cadres, Party members, and the people of the province about revolutionary traditions, but also as one of the leading centers of cultural, historical, and revolutionary tourism in the northern midland and mountainous regions and the entire country.
Looking at the positive changes in Tuyen Quang today, from wide, well-maintained roads to spacious houses, from bountiful harvests to the increasingly rich cultural and spiritual life of the ethnic communities, we cannot help but feel a surge of confidence and excitement. The glorious revolutionary tradition of the former "Capital of Resistance" is being continued through tireless efforts, unity, and creativity of each citizen. A bright future unfolds, promising an increasingly prosperous, civilized Tuyen Quang, where the lives of all its people are filled with warmth, happiness, and well-being.
The 78th anniversary of President Ho Chi Minh's return to Tuyen Quang is not only an occasion to remember a historical event, but also an opportunity for us to gain a deeper understanding of the significance and importance of this decision.
